Trump Threatens Increased Tariffs on South Korea Amid Trade Deal Delays

U.S. President Donald Trump has once again indicated that the United States may impose higher tariffs on South Korean imports, including automobiles, heightening trade tensions with this vital ally. The potential tariff increase could see duties rise to 25%, significantly above the previously agreed 15% limit from last year's trade deal.

This warning follows South Korea’s failure to adequately fulfill the commitments made during President Trump’s 2025 Seoul visit. South Korea had promised a $350 billion investment in essential U.S. sectors, while Washington agreed to cap tariffs on South Korean goods. However, the slow pace of this investment has frustrated U.S. officials.

South Korean representatives attribute the sluggishness to real-world economic hurdles rather than a lack of will. Finance Minister Koo Yun-cheol remarked that the complexities of regulatory approvals and recent volatility in the currency market are hampering investment launches. The South Korean won has notably depreciated against the U.S. dollar, raising concerns that significant capital outflows could adversely affect the domestic economy.

Currency stability remains a critical issue for South Korea. Financial authorities fear that substantial fund outflows might drive the won to levels unseen since the 2008 financial crisis. The central bank has expressed its intention to oppose any major foreign investments if the currency market becomes excessively unstable.

Additionally, South Korea’s legislative body presents another challenge. For progress on the deal, a new law facilitating the establishment of a special investment fund must be passed. This legislative process has been stalled due to conflicting views among lawmakers, with the opposition chairing the finance committee despite the ruling Democratic Party maintaining a majority.

U.S. officials are also raising alarms over trade issues related to technological companies in South Korea. A recent data breach involving Coupang, a U.S.-listed e-commerce platform, has led to regulatory scrutiny that the company claims was unwarranted and harmful to investor confidence. While South Korea denies any bias against U.S. businesses, the incident has further strained the bilateral relationship.

The situation is further complicated by South Korea's comparison with Japan, which has moved swiftly to implement agreed trade measures. This has intensified calls for South Korea to expedite actions.

Trump’s tariff threat seems aimed at pushing for a swift resolution. Increased tariffs would not only impact South Korean exporters, particularly in the automotive sector, but also inflate costs for American consumers and businesses. Both nations have compelling reasons to avoid escalation in their trade relations.

Currently, South Korea is attempting to foster dialogue with Washington and cooperation within its parliament. The trajectory of this dispute will largely depend on how promptly the trade agreement progresses and how well both nations navigate their economic challenges.
