British Prime Minister Keir Starmer is set to address Labour’s first annual conference since his landslide election victory, aiming to shift his image from that of a gloom-monger to a beacon of hope. On Tuesday, he will tell voters, weary from political turmoil, that better times lie ahead if they are willing to endure short-term challenges for long-term benefits.

Starmer's speech comes as party members gather in Liverpool, where the atmosphere has been overshadowed by concerns over economic issues and recent controversies regarding gifts he received. Many within the center-left party feel that Starmer has compounded their anxieties by consistently delivering somber assessments about the economy since taking office as the first Labour prime minister in 14 years back in July.
In his forthcoming remarks, Starmer acknowledges the exhaustion felt across the nation, saying, "I know this country is exhausted by and with politics." He recognizes the toll that the cost-of-living crisis has taken on people's lives, stating that it has obscured the joy and wonder that should be part of daily living. His message will emphasize that while the government is committed to fostering positive change, it will not offer "false hope."
Starmer plans to explain that wanting lower taxes and improved public services does not negate the reality of funding policies appropriately. He will pledge to make "tough" decisions—suggesting potential spending restraint and tax increases—necessary to drive economic growth and adequately fund essential services like schools and hospitals.
The government's success hinges on whether voters will embrace Starmer’s argument and grant them the time needed to implement changes. However, concerns about potential missteps have cast a shadow over the mood among Labour members and supporters at the four-day conference, especially given recent polling that indicates Starmer's approval ratings have significantly declined.
Starmer's election victory was built on a promise to end years of Conservative turmoil, restore public services such as the National Health Service, and revitalize the sluggish economy. Yet, since taking office, he has warned of a substantial £22 billion "black hole" in public finances left by his predecessors and cautioned that "things will get worse" before they improve. This has left many party members anxious about possible tax hikes and spending cuts in the upcoming budget set for October 30.
Treasury chief Rachel Reeves attempted to mitigate these concerns, reassuring attendees on Monday that there would be "no return to austerity." Nevertheless, the government faces backlash for its recent decision to revoke a heating payment intended to aid millions of retirees during winter.
Further complicating the conference’s atmosphere has been a scandal involving Starmer’s acceptance of luxury items, including thousands of pounds worth of clothing and designer glasses from Waheed Alli, a Labour donor. Following a wave of negative publicity, the party announced that Starmer and other ministers would no longer accept such gifts, as they seek to distance themselves from perceptions of insensitivity amid a cost-of-living crisis.
The distractions caused by these controversies come at a critical time as the international landscape remains tense, with the ongoing war in Ukraine and rising tensions in the Middle East. Starmer's government has continued to uphold strong military and diplomatic support for Ukraine, engaging in discussions with the U.S. about the potential use of Western-supplied weapons.
U.K. Defense Secretary John Healey spoke at the conference, highlighting the significance of President Volodymyr Zelenskyy’s upcoming trip to the U.S., which he described as a “defining” moment for the conflict.
In his speech, Starmer will likely address the challenging international landscape while also outlining the domestic achievements of his government, including settling prolonged doctors’ strikes, lifting restrictions on onshore wind farms, preparing for railway nationalization, and enhancing renter protections.
Starmer will call on the public to join the government in a “shared struggle” for national renewal, acknowledging that while the path may be difficult in the short term, it is ultimately necessary for the country’s long-term benefit.
