His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has issued a new law, Law No. (1) of 2025, which sets rules for using the official emblems of Dubai and its government.
Dubai’s Official Emblem
The law states that Dubai will have its own emblem, which represents its identity, heritage, values, and vision for the future. The emblem’s design is outlined in two models, labeled as Model (1) and Model (2).
Similarly, the Government of Dubai will have a separate emblem, based on Models (3) and (4), which shares some features with Dubai’s main emblem. These designs are protected by law and cannot be used without permission.

Who Owns the Emblems?
According to the law, the main Dubai emblem belongs to the Emirate of Dubai, while the government emblem is the property of the Dubai Government. Both are protected under this law and other existing rules. This means that no one is allowed to use the Dubai emblem freely, as it is strictly owned by the Emirate of Dubai.
Where Can the Emblem Be Used?
The law explains that the Dubai emblem can only be used in specific locations, events, documents, and official seals. Only certain government departments, agencies, and councils under the Dubai Government are allowed to use it.
If any other individual or company wants to use the emblem, they must get special approval from the Chairman of Dubai’s Ruler’s Court or someone he authorizes. The usage must follow the guidelines given in the permission.
Rules for Using the Emblems
To ensure the correct use of these emblems, a special manual has been created by the General Secretariat of The Executive Council. This manual contains instructions on how the emblems should be displayed and used correctly.
What is Not Allowed?
The law strictly forbids anyone from using the emblem without permission. It cannot be used for commercial purposes, such as advertising products, selling goods, or promoting services. The emblem should also not be used in a way that damages its importance or reputation.
Using the emblem in events or activities that go against the values of Dubai, public order, or moral standards is also not allowed. Anyone who sees an unauthorized use of the emblem must report it to the authorities, such as the Department of Economy and Tourism, the authorities responsible for Free Zones and Special Development Zones (including the Dubai International Financial Centre), or the legal authorities.
Punishments for Violations
People who break these rules could face serious consequences. The law states that violators could be jailed for up to 5 years or fined between AED 100,000 and AED 500,000, or both. If any other law imposes a stricter penalty, that will also apply.
Time to Comply
Anyone who is currently using the Dubai emblem without permission must stop immediately and remove it within 30 days unless they get official approval under the new law.
Replacing Old Rules
This new law replaces Law No. (17) of 2023, which previously governed the use of Dubai’s emblem. It also cancels any other rules that go against this new regulation.
When Does the Law Start?
Law No. (1) of 2025 will be published in the Official Gazette and will officially come into effect on the day it is published. The Chairman of The Executive Council of Dubai will also issue further rules to ensure its proper implementation.
This new law helps to protect Dubai’s official symbols and ensures they are used respectfully and correctly. It is part of the government’s efforts to maintain the emirate’s strong identity and heritage.
