Abu Dhabi’s Khazna Solar PV: 1.5GW Project Powers 160K Homes

Abu Dhabi is set to strengthen its renewable energy landscape with the launch of the Khazna Solar Photovoltaic (PV) project, a massive 1.5-gigawatt (GW) solar power plant. The project, developed by ENGIE and Masdar, is expected to supply electricity to around 160,000 homes across the UAE while reducing over 2.4 million metric tonnes of carbon emissions each year.

Strategically located near the Al Khazna area, the plant will feature nearly three million solar panels designed to track the sun throughout the day, maximizing energy capture and output. This development marks a key milestone in Abu Dhabi’s ambitious renewable energy roadmap, aligning with efforts to increase solar capacity and supply 60% of the emirate’s power demand from clean energy sources by 2035.

Power Purchase Agreement and Project Execution

The Emirates Water and Electricity Company (EWEC) has finalized the Power Purchase Agreement (PPA) with ENGIE and Masdar, under which payments will be made for the net electrical energy supplied by the plant. ENGIE and Masdar will design, finance, build, and operate the facility, integrating advanced digital technologies such as IoT sensors, cloud monitoring, big data analytics, and robotic cleaning systems to ensure efficiency and minimal maintenance costs.

The contract award followed a comprehensive procurement process, emphasizing transparency and strategic alignment with Abu Dhabi’s renewable energy goals. The project’s financial close is anticipated by the end of Q4 2025, moving it closer to becoming a critical pillar of the emirate’s clean energy transition.

Impact on UAE’s Energy and Sustainability Goals

Khazna Solar PV is part of EWEC’s broader strategy to diversify Abu Dhabi’s energy mix through utility-scale solar, nuclear, and low-carbon desalination projects. The emirate plans to achieve over 50% of its electricity from renewable and clean energy sources by 2030, reducing carbon intensity from 330 kg/MWh in 2019 to 150 kg/MWh.
