Dubai’s Knowledge and Human Development Authority (KHDA) has started accepting applications for the second year of the Hamdan bin Mohammed Scholarship Programme. This special scholarship was first launched in 2024 by the order of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of the Executive Council of Dubai.
This programme is part of the Dubai Social Agenda 33 and supports the Education 33 strategy. Its goal is to help smart and hardworking Emirati students study at some of the best universities in the world. The main aim is to prepare these students to become future leaders of Dubai.

Every year, the programme gives 100 full scholarships to top Emirati students who have finished high school. The total amount of money set aside for this programme is AED 1.1 billion.
In its first year, the programme received a lot of interest from high-achieving students. All selected students got into top 200 universities in the world or into programmes that are ranked among the top 100 globally. About 15% of these students are now studying at universities ranked in the top 20 worldwide, or in fields of study that are in the top 10 globally.
These students are now doing their undergraduate studies in countries like the United States, the United Kingdom, and Australia. They have chosen many different subjects like technology, computer science, engineering, medicine, law, and finance. These subjects match Dubai’s plans to grow and improve in the future.
Dr. Amna Almaazmi, who is the CEO of Growth and Human Development at KHDA, said,“This scholarship shows how much our leaders believe in the power of young people. It’s an important part of the Education 33 plan and the Dubai Social Agenda 33. By giving our students a chance to study around the world, we are helping them learn more and become strong leaders for Dubai’s future.”
She also added,“We are very proud of the success of our first group of students. We’re excited to support more talented students this year. We also invite all Emirati families in Dubai to apply. When families support their children’s education, they help build a better and brighter future for our city.”
Applications for the 2025–26 academic year are open from May 8 to June 30, 2025.
The scholarship is for Emirati students who finished high school in 2022–23, 2023–24, or 2024–25. Students must also:
Be a citizen with a family book from Dubai
Not have received any other scholarship
How to Apply:
Students who meet the requirements can apply through the “Emirati” section in the Dubai Now app.
