His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, alongside His Excellency Jamshid Khodjaev, Deputy Prime Minister of Uzbekistan, oversaw the signing of several pivotal agreements aimed at strengthening the ties between the UAE and Uzbekistan. These agreements, signed during Sheikh Hamdan's official visit to Uzbekistan, are set to bolster collaboration across a variety of key sectors, including legal, economic, educational, energy, infrastructure, and technology.
One of the significant agreements signed was a deal for mutual legal assistance in civil and commercial matters. This agreement was signed by His Excellency Suhail Mohamed Faraj Al Mazrouei, UAE’s Minister of Energy and Infrastructure, and His Excellency Akbar Toshkulov, Minister of Justice of Uzbekistan. The agreement aims to deepen cooperation in the legal and judicial sectors, focusing on enhancing access to justice and streamlining processes for law enforcement in both countries. The document outlines the parameters for legal assistance, defines cooperation mechanisms between judicial authorities, establishes court jurisdiction in cases of movable property disputes, and addresses the recognition and enforcement of court rulings across borders.

Further strengthening bilateral ties, His Highness Sheikh Hamdan witnessed the signing of a Memorandum of Understanding (MoU) on e-commerce between the two countries. The agreement, signed by His Excellency Abdullah bin Touq Al Marri, UAE Minister of Economy, and His Excellency Jurabek Mirzamahmudov, Minister of Energy of Uzbekistan, focuses on enhancing digital trade. It aims to foster collaboration in the growing field of e-commerce, leveraging technological advancements to boost cross-border trade and promote sustainability by driving the digitization of trade processes.
Another key MoU was signed between His Excellency Omar bin Sultan Al Olama, UAE’s Minister of State for Artificial Intelligence, Digital Economy, and Remote Work Applications, and His Excellency Kungirotboy Sharipov, Minister of Higher Education, Science and Innovations of Uzbekistan. This agreement seeks to promote cooperation in the education sector, focusing on the exchange of knowledge, expertise, and scientific collaboration between both countries. The MoU emphasizes the development of legal frameworks and the advancement of educational standards, aiming to build a future-ready education system that meets the demands of modern industries.
Sheikh Hamdan also attended the signing of an important agreement between His Excellency Sultan Ahmed bin Sulayem, Group Chairman and CEO of DP World, and His Excellency Sharof Rakhmanov, Deputy Mayor of Tashkent and Head of the Investment and Foreign Trade Department of Uzbekistan. This MoU focuses on the development of free zones and logistics centers within Uzbekistan, enhancing cooperation in the logistics sector and supporting the country’s aspirations to become a regional trade hub.
In a further agreement, Sultan Ahmed bin Sulayem, representing DP World, signed an MoU with the Fund for Reconstruction and Development of Uzbekistan. The agreement, signed alongside His Excellency Shukhrat Vafaev, Executive Director of the Fund, seeks to promote joint projects and initiatives in the logistics sector, positioning both countries to collaborate on strategic economic developments in this critical industry.
Urban development and sustainability were also on the agenda, with the signing of an MoU between Dubai Municipality and Tashkent Municipality. The agreement, signed by His Excellency Dawoud Al Hajri, Director General of Dubai Municipality, and His Excellency Umurzakov Shavkat Buranovich, Mayor of Tashkent, focuses on designing smart, sustainable cities. It lays out plans to implement municipal innovations, advance digital transformation, and incorporate green practices into urban planning, all of which aim to create future-ready cities that prioritize environmental sustainability.
Additionally, an MoU was signed between His Excellency Mohammed Ali Rashid Lootah, President and CEO of Dubai Chambers, and His Excellency Davron Vakhobov, Chairman of the Chamber of Commerce and Industry of Uzbekistan. This agreement aims to enhance trade relations, foster investment opportunities, and provide a platform for the private sector to flourish. It includes provisions for sharing best practices and promoting economic growth through mutual collaboration.
The signing of these agreements marks a significant milestone in the expansion of UAE-Uzbekistan relations. During his visit, Sheikh Hamdan also held high-level talks with Uzbek President His Excellency Shavkat Mirziyoyev and other senior officials. These discussions focused on enhancing bilateral cooperation across a wide range of sectors, reaffirming the strong ties between the two nations and exploring new areas for collaboration.
In addition to these official meetings, Sheikh Hamdan participated in a series of joint events, including a knowledge exchange retreat held for the first time in Tashkent. This initiative, designed to facilitate the sharing of government expertise, explored opportunities to expand the strategic partnership between the UAE and Uzbekistan. The retreat also underscored the commitment of both countries to learning from one another’s successes and applying these lessons to future collaborations.
These agreements and discussions highlight the growing partnership between the UAE and Uzbekistan, laying a solid foundation for future cooperation in fields that are vital to the development and prosperity of both nations.
