Deep-seated divisions between Palestinian factions Hamas and Fatah are expected to hinder progress at reconciliation talks, as indicated by conversations with sources from both groups. Despite this, the upcoming discussions, slated to take place in China in mid-June, underscore Hamas's intention to maintain influence following the recent conflict in Gaza.
The talks follow previous rounds held in China and Russia and occur amidst efforts by international mediators to broker a ceasefire agreement for Gaza. One of the main points of contention is the post-conflict governance of the enclave.
Considered a terrorist organization by many Western countries, Hamas has been marginalized for years. However, despite its military setbacks, recent engagements between Hamas politicians and Fatah officials suggest Hamas's strategic goal of shaping the future political landscape of the Palestinian territories, according to an inside source.

Hamas, aware of its limitations in forming a new internationally recognized government post-conflict, seeks Fatah's cooperation in establishing a technocratic administration for the West Bank and Gaza as part of a broader political agreement. While Hamas's participation in the government is not a primary demand, it aims for a political partnership to restructure Palestinian governance.
Despite Israeli efforts to dismantle Hamas, the group's survival in some form after a ceasefire is widely anticipated, given its deep-rooted presence and ideological influence in Palestinian society. However, Western nations, including the US and EU, oppose Hamas's involvement in governing Gaza post-war.
The prospect of reconciliation between Hamas and Fatah remains uncertain due to their historical enmity and divergent approaches to achieving Palestinian statehood. Fatah advocates for negotiations with Israel, while Hamas supports armed struggle and does not recognize Israel's legitimacy.
At the same time, Hamas's involvement in talks with Fatah indicates its willingness to engage in a political process, albeit on its own terms. Despite the challenges, Fatah views Hamas as an integral part of Palestinian politics and seeks consensus to manage aid and reconstruction efforts in Gaza.
While the path to reconciliation remains fraught with obstacles, the talks in China represent a diplomatic opportunity for Hamas to assert its role in shaping the future of Palestinian governance. Hamas's strategic calculations aim to secure its political interests and ensure its continued relevance in the post-war Palestinian landscape.
