Emirates Central Cooling Systems Corporation (Empower), the world’s leading district cooling provider, has launched excavation and foundation works for a new district cooling plant in Al Sufouh 2. The contract, awarded this month, marks the start of a major project designed to meet Dubai’s growing need for eco-friendly cooling services .
Key Highlights:
Excavation began in June 2025, with full-scale construction set to start in Q4 2025
This plant is the first of three scheduled for the Al Sufouh area.
It will provide 23,400 refrigeration tons (RT) of cooling—enough to serve several major developments, including the Innovation Hub
The location, near Sheikh Zayed Road, is rapidly evolving into a bustling residential and commercial district, offering schools, shops, fitness centres, green spaces, and more
Why It Matters:
While Dubai grows, its demand for cooling—especially energy-efficient, centralized cooling—is rising sharply. Empower’s expansion supports the city’s sustainability goals and reinforces its role in delivering smart, reliable, and affordable cooling .

What the CEO Says:
H.E. Ahmad Bin Shafar, Empower’s CEO, stated that this project is a key step in their growth plan:
“We’re advancing our expansion strategy to strengthen presence in key Dubai areas. As demand for efficient district cooling rises, these plants will support urban growth with sustainable infrastructure.”
He emphasized Empower’s commitment to investment, upgraded facilities, and technical teams—all aimed at energy efficiency and economic cooling solutions
