Hamdan Approves Visionary Plans to Make Dubai World’s Best

Dubai is setting new global benchmarks once again. His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai, has approved a comprehensive series of strategies designed to make Dubai the world’s most beautiful, liveable, and advanced city.

The approval came during a meeting of The Executive Council held as part of the UAE Annual Government Meetings 2025, aligning closely with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.

The new initiatives cover a broad range of sectors — including public parks and greenery, aviation, education, sports, financial restructuring, and healthcare — all designed to ensure Dubai’s continued global leadership and quality of life.

Greener, Healthier Dubai on the Horizon

Among the most ambitious of the new projects is the Public Parks and Greenery Strategy, backed by a massive AED 18.3 billion investment. The plan includes over 800 projects, such as 310 new parks, upgrades to 322 existing ones, 120 open spaces, and more than 70 roads’ rights-of-way.

By 2040, Dubai aims to triple its tree count, expand green areas to 187 square kilometres, and ensure 80% of residents live within a five-minute walk of a park. All irrigation will use 100% recycled water, supporting sustainability and healthier lifestyles.

Aviation Talent 33: Taking Flight Toward the Future

Reaffirming Dubai’s global dominance in aviation, the Aviation Talent 33 initiative aims to strengthen the city’s position as the aviation capital of the world. The plan will generate over 15,000 jobs and 4,000 training opportunities, focusing on Emiratisation and leadership roles.

It also seeks to create 30 strategic partnerships with global aviation players, aligning with Dubai’s broader goals to double its economy and attract AED 650 billion in investments by 2033.

Affordable Schools, Accessible Education

Education remains at the heart of Dubai’s development. The newly approved Policy to Expand and Promote Affordable High-Quality Schools targets the opening of 60 new schools by 2033, adding 120,000 new seats for students.

The initiative also introduces incentives for investors, such as reduced fees and lower land leasing costs, to encourage more affordable private schooling options — a key step toward ranking Dubai among the world’s top ten cities for education quality.

Sports Sector Strategic Plan 2033

Recognising sport as both a lifestyle and an industry, the Sports Sector Strategic Plan 2033 aims to make Dubai the world’s leading sports hub. With 19 programmes and 75 initiatives, the plan will attract international events, support local clubs, and develop young talent — particularly among youth and people of determination.

Financial Restructuring Court to Strengthen Investor Confidence

In a major legal step, Dubai will establish a Financial Restructuring and Insolvency Court to handle bankruptcy and debt settlement cases. This initiative is designed to protect investor rights, promote fair settlements, and enhance Dubai’s position among the top three financial centres globally.

Expanding Early Disease Detection for a Healthier Future

Health and wellbeing are also at the core of the new strategy. The Early Detection Healthcare Services expansion aims to reduce chronic diseases — currently responsible for 52% of deaths — and improve life expectancy.

Targets include a 40% increase in colon cancer screening, 50% rise in vaccination services, and achieving over 90% patient satisfaction, with appointment wait times cut to under seven days.

From urban greenery to aviation excellence, and from inclusive education to preventive healthcare, the new strategies mark a defining chapter in Dubai’s pursuit of becoming the world’s best, most beautiful, and most advanced city — a vision powered by innovation, sustainability, and human progress.
