Dubai, MBRHE Join Hands to Simplify Homebuilding for Citizens

In a major step toward enhancing housing options for Emirati citizens, Dubai Municipality has signed a Memorandum of Understanding (MoU) with the Mohammed Bin Rashid Housing Establishment (MBRHE) to deliver more flexible, efficient, and citizen-friendly homebuilding solutions.

The agreement, inked during GITEX Global 2025, focuses on easing procedures, improving coordination between government entities, and ensuring citizens can design and build their own homes with minimal cost and administrative hurdles.

Under the new collaboration, Dubai Municipality and MBRHE will jointly design standardized housing models—ready-to-approve blueprints that simplify the licensing process for private housing projects. This approach aims to shorten project timelines and reduce costs, allowing citizens to move into their homes sooner and with greater ease.

The partnership extends across all stages of the housing process—from initial design and contractor selection to on-site supervision and project completion. Both institutions will maintain clear responsibilities to ensure transparency and efficiency at every step.

A key feature of the agreement is the introduction of unified digital channels for communication and approvals. This will enable seamless data sharing, such as inspection reports, licensing status, and project updates, through integrated systems. By connecting their digital platforms, Dubai Municipality and MBRHE aim to enhance reliability, improve oversight, and offer a smoother customer experience for citizens.

As part of the collaboration, Dubai Municipality will define updated standards for contractors involved in private citizen housing projects, ensuring high-quality construction and compliance. Meanwhile, MBRHE will assist homeowners in design selection, contract management, and project monitoring—acting as a project manager on their behalf.

This initiative is closely aligned with Dubai’s Social Agenda 33, which seeks to make the city a global benchmark for quality living and sustainable urban development.
