Dubai is working hard to make life better for everyone living in the city. To do this, the Community Development Authority (CDA) recently held a large co-design workshop. This workshop was organised to shape the future vision of Dubai’s Social Sector Strategy for the years 2025 to 2033.
The event saw around 70 representatives from 27 different local and federal government departments come together in one place. Their main goal was to share their ideas and knowledge to plan how to improve Dubai’s social sector in the coming years.

Why Was The Workshop Organised?
The workshop was organised because Dubai wants to make sure that every plan they make is useful for real people and meets their needs. The CDA believes that by talking directly with people working in different government departments, they can make better decisions for the community.
The meeting was not just about giving speeches. It had interactive sessions, dialogues, and technical discussions. This means people talked with each other, asked questions, shared field experiences, and gave suggestions that will make the social strategy stronger and more effective.
What Is Dubai’s Social Sector Strategy 2025-2033?
Dubai’s Social Sector Strategy 2025–2033 is a long-term plan to improve the wellbeing of everyone in Dubai. It is part of three bigger plans:

Dubai Plan 2033
‘We the UAE 2031’ Vision
All these plans aim to make Dubai a place where people are happy, safe, and healthy and feel that they belong to a strong community.
What Are The Main Focus Areas Of The Strategy?
The strategy will focus on three main areas:
Personal Wellbeing
This means helping every person feel good about themselves.
It will focus on psychological and social health, which includes mental peace, confidence, and happiness in daily life.
Family Cohesion
This means making families stronger and more united.
The strategy wants to support families so they can care for each other better, solve problems together, and raise happy children.
Community Belonging
This means making sure everyone feels part of Dubai’s community.
The plan wants people to participate in society, volunteer, share ideas, and help others so Dubai becomes a friendly and supportive place for all.
How Will Technology Help?
The strategy will also focus on using technology, digital transformation, and artificial intelligence (AI). This is because technology can help government services become faster and more accurate. For example, if someone needs social help or counselling, using apps or online platforms will make it easier to reach them quickly.
This will not only save time but also improve people’s experience in getting the help they need.
What Are The Future Goals Of The Strategy?
The strategy has many goals to build a better future. Some of these include:
Strengthening Society’s Resilience
Helping families and communities stay strong during tough times, like during health crises or financial difficulties.
Changing Care Models
Moving away from just giving help to investing in social services that empower people to contribute to society.
Promoting National Identity
Encouraging people to stay connected to their culture and feel proud of their country, even when technology and social trends are changing fast.
Helping Low- And Middle-Income Families
Finding ways to reduce cost-of-living pressures so these families can live comfortably in Dubai.
What Did Leaders Say About The Workshop?
During the workshop, Her Excellency Hessa bint Essa Buhumaid, who is the Director General of the Community Development Authority, spoke to everyone. She said:
“Building the future of our social sector is not something that can be done just by making decisions in offices. We need everyone to participate, talk, share, and work together. This strategy is not just a document to keep on shelves. It is a real commitment to people, to society, and to create pathways that are inclusive, fair, and sustainable.”
She also said that by using the co-design approach, CDA shows that solutions come from within the community itself. Ordinary citizens, experts, and workers know the real challenges faced by people every day, and their ideas are valuable. She praised all the government departments who attended and shared new and innovative ideas.
How Will This Strategy Be Made?
The CDA explained that creating this strategy will have three main phases:
Situational Analysis And Future Foresight
This phase will study what is happening now in society, what challenges people are facing, and what might happen in the future. This helps in planning better.
Designing Key Pillars, Initiatives, And Performance Indicators
In this phase, the main focus areas and goals will be finalised. Plans and programmes will be created, and ways to measure progress will be decided.
Building An Integrated Implementation Plan And Roadmap
The last phase is about creating a step-by-step action plan. This plan will show how the strategy will be carried out over the years to achieve the set goals.
Each of these phases will involve meetings, interviews, workshops, and visits to communities. This ensures that the strategy is not just written on paper but is practical and useful for real people.
Why Is This Strategy Important For Dubai?
This strategy is important because it shows Dubai’s long-term commitment to human wellbeing. It wants to create a society where:
People are mentally and physically healthy
Families are strong and supportive
Communities are united and inclusive
Technology is used to help people effectively
Everyone feels proud to live in Dubai
The strategy also wants Dubai to become a global example of a society that is cohesive, inclusive, and ready for the future.
The workshop held by the CDA is just the first step towards building this big strategy. But it has already shown that when people come together to share ideas and work as a team, better solutions are created.
In the coming months, as Dubai moves to the next phases of its Social Sector Strategy 2025-2033, everyone’s focus will be on improving lives, building stronger families, and creating a community where every person feels they belong. This is how Dubai plans to continue growing as a city that cares for all its people in every way possible.
