Saeed Mohammed Al Tayer, the Managing Director and CEO of Dubai Electricity and Water Authority (DEWA), recently checked the progress of DEWA's new headquarters at Al Shera’a Building in Al Jaddaf, Dubai. This building is a big step toward sustainability and will be the tallest, largest, and smartest energy-positive government building in the world.
The Al Shera’a building will cover more than two million square feet, and its total cost has reached around AED 1.5 billion. Construction, engineering, and procurement work are expected to be finished by the end of 2025.

Al Tayer was joined by Abdullah Obaidullah, Executive Vice President of Water & Civil; Waleed bin Salman, Executive Vice President of Business Development and Excellence; Marwan Bin Haidar, Executive Vice President of Innovation and the Future at DEWA; and the project team.
Al Tayer said that the building is part of Dubai’s larger plan to become a global leader in clean energy and the green economy. He mentioned that DEWA’s goal is to help create buildings that save energy and protect the environment. Al Tayer added that the Al Shera’a building is an example of how Dubai is using the latest technologies and solutions to make the city more sustainable and reduce its environmental impact. This project supports the Dubai Clean Energy Strategy 2050 and the Dubai Net Zero Carbon Emissions Strategy 2050, which aims to provide 100% of Dubai’s energy from clean sources by 2050.
The Al Shera’a building has 15 floors, a basement, and five floors for parking. It can hold up to 3,000 employees. The building is being designed to earn a platinum rating from the Leadership in Energy and Environmental Design (LEED) and a gold rating from the WELL Building Standard. It will use advanced technology like the Internet of Things (IoT), Big Data, and artificial intelligence (AI) to be highly efficient. The building will also use 50% less water compared to regular buildings.
One of the key features of the building is its connection to the Al Jaddaf metro station. A direct bridge will link the building to the metro, making it easier for employees and visitors to use public transportation, which helps reduce traffic and lowers the building’s carbon footprint.
Al Shera’a will have many special facilities, including a 500-seat auditorium, training rooms, an innovation center, exhibition spaces, a nursery for the children of female employees, and sports halls. To make sure the building meets its energy goals, it will use solar panels. More than 20,000 square meters of photovoltaic solar panels will be installed to produce over 4,000 kilowatts of energy. Additionally, the building will have over 1,000 square meters of building-integrated photovoltaic (BIPV) panels on its exterior and other solar-powered elements, such as solar trees. These features will help the building produce more than 7,000 megawatt-hours of renewable energy each year.
The solar panels will also be cleaned by robots, and robots will also be used for security purposes in the building.
When completed, Al Shera’a will be an important step toward making Dubai a more sustainable city while leading the way in clean energy.
