Vietnam is embarking on a significant reform initiative targeting its public administration, which aims to restructure its organizational framework, elevate the standard of civil service, and boost governance efficiency. This initiative is part of a broader strategy to modernize the governmental apparatus in response to changing socio-economic requirements.
Deputy Prime Minister Pham Thi Thanh Tra has signed an official decree detailing essential tasks for ministries, agencies, and local authorities. This directive stresses the necessity of implementing reforms that are consistent with resolutions from the National Assembly and strategic objectives established by the Communist Party.
Among the key tasks outlined, there is an urgent requirement for ministries and ministerial-level agencies to review and streamline their organizational structures. Authorities are charged with evaluating their functions, responsibilities, and operations, and, if needed, drafting updated legal frameworks to clarify their roles. These recommendations must be submitted for review on strict timelines, illustrating the government’s commitment to accelerating the reform journey.
Another critical aspect of the directive focuses on the restructuring of inter-ministerial coordination bodies. Ministries are tasked with assessing the effectiveness of their existing organizations, necessitating the consolidation or elimination of redundant or inefficient units. This effort aims to limit overlaps, enhance collaboration, and ensure that administrative systems operate more effectively.
The government is also reviewing its two-tier local governance system, assessing the decentralization and delegation of authority that has occurred over the past year. This evaluation aims to identify challenges and propose solutions for enhancing governance at the grassroots level. Local authorities are encouraged to take an active role in this review process, suggesting necessary policy adjustments.
Moreover, the directive stresses the significance of improving civil servant quality, especially at the grassroots level. The Ministry of Interior is charged with crafting new policies and directives that focus on enhancing training, performance, and accountability among public officials, a crucial step towards building a capable and responsive administrative workforce.
The document further explores the importance of recognition and rewards for motivating public sector performance. Plans are being developed for nationwide campaigns aimed at achieving socio-economic development targets for the period of 2026–2030, aligning with national priorities. These initiatives are intended to inspire innovation, efficiency, and dedication within the public sector.
In summary, these reforms exhibit Vietnam’s robust commitment to establishing an efficient, streamlined, and transparent governance framework. By prioritizing structural enhancements, decentralization, and human resource development, the government aspires to create a more effective administrative system that can support long-term national growth.
