In a bold proposal, Ioan-Radu Motoarca, a professor in the philosophy department at Rowan University in New Jersey, has advocated for extending voting rights to certain animals. While acknowledging the initial preposterousness of the idea, Motoarca contends that a democratic commitment prompts the consideration of a political right to vote for specific animal categories.
In a paper outlining his views, Motoarca acknowledges that the concept may be swiftly dismissed by many, but he argues that it stems from fundamental democratic principles. His envisioned voting system involves appointed representatives casting votes on behalf of animals, focusing on issues like pet care, animal husbandry, meat production standards, and fishing regulations.
Motoarca draws attention to the historical treatment of minorities in the political process, stating that it is challenging to exclude animals from the democratic community if one supports democracy. He compares the proposal to historical exclusions from voting rights, such as those faced by women and slaves, noting that what may seem obvious at a given time can be viewed as prejudiced later.
Under his proposed system, people would act as appointed representatives casting votes on behalf of animals, drawing parallels to the legal practice of animals being named plaintiffs in US federal lawsuits. Motoarca acknowledges that animals may not engage with complex moral issues like abortion or prostitution, arguing that they should only have a say in topics directly related to their well-being.
Defending his stance, Motoarca notes that representation is already provided for children and individuals with mental disabilities, and animals should be afforded the same consideration. He challenges the idea that the perceived incompetence of animals should be a valid reason for their exclusion from democratic processes.
In an interview with Newsweek, Motoarca emphasizes that aligning with democratic principles requires a thoughtful reflection on the best reasons for including or excluding certain categories of beings from the democratic community. The professor's proposal sparks a debate about the evolving nature of democracy and the ethical considerations surrounding the inclusion of animals in political decision-making.
