US, Britain Announce AI Safety, Testing Partnership.

In a significant move aimed at addressing concerns surrounding the safety and testing of artificial intelligence (AI), Britain and the United States have forged a partnership. This collaboration, announced on Monday, signifies a joint effort between the two nations to enhance AI model testing and safety protocols.

Commerce Secretary Gina Raimondo and British Technology Secretary Michelle Donelan formalized this partnership by signing a memorandum of understanding in Washington. This agreement follows commitments made during an AI Safety Summit held at Bletchley Park in November.

Raimondo emphasized the pivotal role of AI in shaping the current generation's technological landscape, stating, "We all know AI is the defining technology of our generation." She highlighted the partnership's aim to accelerate efforts in addressing national security risks and broader societal concerns associated with AI.

Both Britain and the United States are among the countries taking steps to establish government-led AI safety institutes. Britain announced plans for its institute in October, focusing on examining and testing new AI technologies. Similarly, the United States revealed intentions to launch its own safety institute in November, dedicated to assessing risks posed by advanced AI models.

Under this newly formed partnership, joint testing exercises on publicly accessible AI models are planned. Furthermore, discussions are underway regarding personnel exchanges between the institutes. The collaboration extends to exploring similar partnerships with other countries to advance AI safety globally.

Michelle Donelan underscored the significance of proactive measures in managing AI risks, stating, "AI is already an extraordinary force for good in our society... but only if we are able to grip those risks."

Generative AI, capable of producing text, images, and videos based on open-ended prompts, has sparked both enthusiasm and apprehension. Concerns include potential job displacement, electoral manipulation, and the possibility of AI surpassing human capabilities with catastrophic consequences.

Raimondo and Donelan stressed the urgency for collaborative action to address emerging AI risks. Donelan highlighted the impending release of more advanced AI models, emphasizing the need for specialization and focused efforts.

Raimondo announced plans to raise AI-related issues at the upcoming U.S.-EU Trade and Technology Council meeting in Belgium. The Biden administration intends to bolster its AI team and leverage the resources of the U.S. government to address AI challenges comprehensively.

Both countries aim to facilitate the exchange of vital information regarding AI capabilities and associated risks. This includes technical research on AI safety and security.

In October, President Biden signed an executive order aimed at mitigating AI risks, while the Commerce Department proposed measures to ensure transparency in AI model training. Britain, on the other hand, announced a significant investment in AI research and regulatory training.

Raimondo emphasized particular concerns about the potential misuse of AI in bioterrorism or simulating nuclear warfare, emphasizing the need for stringent measures to prevent catastrophic outcomes.
