The UAE Government has enacted a new federal decree-law focused on traffic regulation, marking a significant step in the ongoing development of the nation’s legislative and legal framework. This decree is designed to align with the rapid advancements in global transportation, introducing updates to vehicle classifications and embracing modern road technologies.
A key aspect of the decree is its emphasis on promoting self-driving vehicles, electric cars, and various personal mobility devices. It aims to facilitate the integration of these advanced transportation methods, utilizing the UAE's sophisticated road network to enhance overall safety and efficiency.
Under the provisions of the new law, a cabinet resolution will specify the requirements and procedures for the inspection, licensing, and renewal of self-driving vehicles. Additionally, it will outline the mechanisms for conducting trials of new vehicle technologies.

The decree-law also authorizes the use of innovative technologies to bolster road safety and establishes fines for various violations committed by vehicles or individuals. The licensing authority is tasked with developing online platforms and smart applications for obtaining licenses and permits, which will be issued based on directives from the Minister of Interior or the heads of relevant licensing authorities in each emirate.
Moreover, the decree-law introduces the establishment of a "Federal Traffic Council." The council's structure, responsibilities, and operational procedures will be determined through a cabinet resolution proposed by the Minister of Interior.
The new decree outlines detailed regulations that apply to all vehicles, drivers, and pedestrians. For instance, it prohibits pedestrians from crossing roads with a speed limit of 80 kilometers per hour, holding them liable for any civil or criminal repercussions resulting from violations. It also bans stopping or parking vehicles on the road or curb for repair purposes.
The decree specifies the prerequisites for obtaining a driving license, such as the minimum age of 17 years. It governs the conduct of driving instructors, who must possess valid licenses for the vehicles they teach with and must be authorized by the relevant licensing authority. Instructors are prohibited from allowing trainees to drive in populated areas unless they are confident in the trainees' ability to control the vehicle safely.
Additionally, the licensing authority holds the power to suspend, revoke, or deny the renewal of any driving license if the holder is deemed unqualified or unfit to drive. Significant modifications to a vehicle’s structure or appearance require prior approval from the licensing authority.
The decree-law outlines a framework for penalties and administrative sanctions. A cabinet resolution will define these penalties and the entities responsible for their enforcement and grievance processes.
Several serious offenses incur harsh penalties. For example, misuse of license plates can result in imprisonment or fines starting at AED 20,000. Driving under the influence of alcohol may lead to imprisonment and fines ranging from AED 20,000 to AED 100,000. The penalties for narcotic-related driving offenses are even steeper, with fines starting at AED 30,000 and going up to AED 200,000.
Driving with a suspended license could result in a maximum three-month prison sentence and a minimum fine of AED 10,000. Fleeing an accident scene without providing information can lead to a year in prison and fines between AED 50,000 and AED 100,000.
The law is particularly strict on negligent driving that results in fatalities, imposing imprisonment and fines starting at AED 50,000. Under aggravating circumstances—such as driving in flood-prone areas—the penalties increase to a minimum one-year imprisonment and fines starting at AED 100,000.
Crossing roads in non-designated areas is subject to penalties as well, with fines ranging from AED 5,000 to AED 10,000 if such actions lead to accidents.
This comprehensive decree-law represents the UAE’s commitment to enhancing road safety, encouraging responsible driving, and keeping pace with technological advancements in transportation. By establishing clear regulations and strict penalties, the UAE aims to foster a safer driving environment for all road users.
