A pivotal moment in this relationship occurred earlier this year when His Highness Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, the Emir of Kuwait, visited the UAE in March. This visit underscored the strength of their bilateral ties, resulting in a joint statement that emphasized their commitment to fostering enhanced cooperation for the benefit of both nations.
Further strengthening this bond, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Deputy Prime Minister, visited Kuwait in October. This visit followed the trip of Sheikh Fahad Yusuf Saud Al-Sabah, Kuwait’s First Deputy Prime Minister and Minister of Defense, who had visited the UAE the previous month. These exchanges highlight the ongoing engagement between the leaderships of the two nations, ensuring that both countries continue to move forward in tandem on many global and regional matters.
Kuwait was one of the first countries to establish diplomatic relations with the UAE after the latter’s formation in 1971. The UAE embassy was opened in Kuwait in 1972, and Kuwait reciprocated the gesture with the opening of its embassy in Abu Dhabi the same year. These early steps laid the foundation for a deep and enduring friendship between the two nations.
A significant aspect of their relationship is the UAE-Kuwait Joint Higher Committee, a mechanism through which the two countries have advanced their cooperation over the years. In the fifth session of this committee, several agreements were made, including the signing of eight memoranda of understanding (MoUs) and executive programs covering vital areas such as infrastructure, communications, cybersecurity, education, sports, and defense industries. These agreements are a testament to the mutual desire to work together on shared challenges and opportunities.
The UAE and Kuwait have made notable strides in various sectors over the past few decades, with numerous agreements and joint initiatives contributing to their growing political, economic, and cultural ties. Their cooperation spans a wide range of issues, from trade and security to education and cultural exchange. Economic cooperation remains a cornerstone of their relationship. The non-oil trade between the UAE and Kuwait reached $12.198 billion in 2023, showing an increase from previous years. The UAE is Kuwait's largest destination for non-oil exports, accounting for 22% of the total exports, while Kuwait remains one of the UAE's important trade partners. In terms of investments, the flow of funds between the two nations remains strong, with the UAE investing over $1 billion in Kuwait from 2019 to 2023, while Kuwait invested $194.7 million in the UAE during the same period.
Tourism ties also continue to thrive. The number of Kuwaiti visitors to the UAE surpassed 381,000 in 2023, an increase from the previous year. Similarly, Emirati tourists have been increasingly visiting Kuwait, with over 42,000 tourists from the UAE recorded from January to September 2024. National carriers have significantly boosted air connectivity, with 122 weekly flights operating from the UAE to Kuwait and 53 flights in the opposite direction.
The two countries also maintain close cultural and educational ties. Kuwait has been sending students to study in the UAE, where 1,725 Kuwaiti students are currently enrolled in UAE universities. Both nations continue to support joint educational initiatives and cultural exchanges, recognizing the mutual benefit of cooperation in these fields.
Kuwait has also shown its commitment to global sustainability efforts, particularly in the lead-up to COP28, which was held in Expo City Dubai in late 2023. The Kuwait Fund for Arab Economic Development presented several environmental projects during the event, focusing on renewable energy, water conservation, sustainable agriculture, and climate change mitigation. Kuwait's participation in COP28 underscores its shared commitment with the UAE in tackling global environmental challenges and supporting international efforts to promote sustainability.
This strong, multifaceted relationship between the UAE and Kuwait continues to evolve, with both countries determined to further their collaboration in economic, political, and cultural spheres.
