Six months after negotiations on an early harvest trade agreement between India and Canada came to a halt, there remains uncertainty regarding the timeline for their resumption. However, indications suggest the possibility of high-level engagement between the two countries at the World Trade Organization (WTO) ministerial meeting scheduled to take place in Abu Dhabi. Mary Ng, Canada's Minister of Export Promotion, International Trade, and Economic Development, revealed during an interview with CTV News that she anticipates meeting her Indian counterpart, Minister of Commerce and Industry Piyush Goyal, during the upcoming WTO gathering. Despite this potential opportunity for dialogue, Ng emphasized that no decisions regarding the resumption of discussions on the Early Progress Trade Agreement (EPTA) have been made thus far.
The EPTA negotiations, which commenced in March 2022 with Ng's visit to New Delhi, were halted in late August, coinciding with Canadian Prime Minister Justin Trudeau's remarks in the House of Commons regarding purported links between Indian agents and the killing of Hardeep Singh Nijjar, a pro-Khalistan figure, in Surrey, British Columbia. Ng acknowledged the sensitivity of the situation, stating that while no definitive decisions have been reached, ongoing investigations into the matter are underway independently.
Despite the pause in formal negotiations, signs of diplomatic activity between Canada and India have emerged, signaling a continued commitment to bilateral relations. Saskatchewan Premier Scott Moe's recent visit to India aimed at bolstering trade ties, along with a preceding visit by Ontario's Minister of Economic Development, Job Creation, and Trade Victor Fedeli, underscores ongoing efforts to strengthen economic cooperation. Additionally, the involvement of former Canadian Prime Minister Stephen Harper in diplomatic engagements with India highlights the importance placed on fostering positive relations between the two nations.
Ng reiterated Canada's support for businesses engaged in trade with India and expressed confidence in the resilience of bilateral ties. Meanwhile, India's High Commissioner to Ottawa, Sanjay Kumar Verma, conveyed optimism about the progress made towards finalizing the EPTA, despite the unexpected pause in negotiations from the Canadian side. Verma emphasized the closeness of the two countries to reaching an agreement and underscored the importance of continued dialogue and cooperation in advancing mutual interests.
As both countries navigate the complexities of international trade relations and diplomatic sensitivities, the potential for renewed engagement at the WTO ministerial meeting presents an opportunity to address outstanding issues and pave the way for future collaboration. The shared commitment to strengthening economic ties and fostering cooperation underscores the significance of sustained dialogue and proactive diplomacy in advancing bilateral relations between India and Canada.
