His Highness Sheikh Dr. Sultan bin Mohammed Al Qasimi, Supreme Council Member and Ruler of Sharjah, has officially issued an Emiri Decree establishing the Energy Council in the Emirate of Sharjah. This decree formalizes the creation of a supreme council tasked with overseeing and regulating energy-related matters within the emirate.

The newly formed Energy Council is designed to operate as a legal entity with full capacity to undertake the necessary legal actions to fulfill its objectives. It is granted financial and administrative independence to ensure its effective functioning. The headquarters of the Energy Council will be located in the city of Sharjah, with provisions for the establishment of branches or offices in other cities and regions within the emirate at the discretion of the Ruler.
The primary aims of the Energy Council include developing long-term strategies for energy and water management in the Emirate, promoting economic diversification by enhancing energy sources, and ensuring efficient and sustainable provision. Additionally, it will advocate for reduced energy consumption while promoting environmental sustainability, guaranteeing reliable energy access across the emirate, and outlining the rights and responsibilities of energy service providers while fostering cooperation among them. The Council will also encourage collaborative efforts on energy-related issues among relevant authorities.
The Council’s responsibilities encompass a broad range of activities, including the exploration, production, import, export, storage, transport, and distribution of natural gas and liquefied petroleum gas, as well as the management of crude oil and condensate activities. It will oversee electricity generation, including renewable energy sources, and address global water scarcity, particularly through the Mohamed bin Zayed Water Initiative. The Council will support agricultural initiatives utilizing solar energy, promote tourism-related projects, and attract investment in energy and water sectors. It will also encourage research in renewable energy, green hydrogen, and energy management systems, and collaborate with academic institutions to develop educational programs in energy and water.
The Emiri Decree empowers the Council to propose and review relevant legislation and policies for the energy sector, develop comprehensive strategic plans that align with the Emirate's vision, submit proposals for financing energy projects, and produce annual reports on the state of energy in the emirate. It will collect essential data from energy service providers, approve standards and fees for energy services, and review international contracts concerning energy service providers.
An Emiri decree will outline the formation of the Council and define the membership term. The Council will be led by a chairperson and supported by several members appointed via an Emiri decree. Additionally, the Council will have a General Secretariat headed by a Secretary-General, responsible for coordinating tasks and ensuring that the Council's objectives are met. The Secretary-General will be tasked with implementing decisions and strategic plans approved by the Council, overseeing the Council's departments and activities, organizing and maintaining documentation related to Council meetings, and preparing the Council’s budget and financial reports. Furthermore, the Secretary-General will represent the Council in legal matters and partnerships.
The establishment of the Energy Council marks a significant step toward advancing Sharjah’s energy policies and enhancing cooperation in energy management. The decree includes legal provisions regarding financial resources, the organizational structure, and other operational aspects, aiming to establish a robust framework for the Council's functions and its contribution to the emirate's sustainable development goals.
