His Excellency Mattar Al Tayer, the esteemed Director General and Chairman of the Board of Executive Directors at the Roads and Transport Authority (RTA), has unveiled the comprehensive details of the Dubai Commercial and Logistics Land Transport Strategy 2030. This unveiling marks a significant milestone, as the strategy, along with its roadmap and associated projects, has received approval from the Dubai Executive Council, presided over by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of Dubai and Chairman of the Executive Council.
The primary objective of this strategic initiative is ambitious yet pivotal for the emirate's economic future: to double the direct contribution of the land transport and logistics sector to Dubai's economy, aiming for a substantial increase to AED 16.8 billion. Moreover, the strategy aims to bolster the adoption of technology within infrastructure by an impressive 75%, slash carbon emissions by 30%, and enhance operational efficiency by 10%.

In his address, His Excellency emphasized the alignment of this strategy with the visionary directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the UAE and Ruler of Dubai. The overarching goal is to elevate Dubai's global competitiveness as a premier financial, business, and economic hub, thereby advancing the objectives outlined in the Dubai Economic Agenda (D33) to position Dubai among the top three economic cities globally.
Central to the strategy is the regulation and governance of the commercial transport sector within Dubai. It seeks to identify innovative opportunities for development and growth within the land-based commercial transport and logistics domain. Moreover, the strategy aims to ensure that the sector's objectives, legislation, and policies are seamlessly integrated through a multitude of implementable projects and programs. Additionally, it aims to foster investment prospects and partnerships with the private sector to further bolster the sector's resilience and growth trajectory.
Crucially, this strategic initiative has been developed in close collaboration with strategic partners, private enterprises, distributors, and retailers within the commercial transport sector. International best practices have been meticulously considered to enhance the competitiveness of Dubai's commercial transport sector vis-à-vis developed nations.
The strategy focuses on three core objectives: enhancing cost efficiency, embracing modern technology, and prioritizing safety and security. It envisages achieving these objectives by leveraging data and technology to streamline operations, fostering collaboration with the commercial transport sector, and encouraging the adoption of innovative methodologies and future technologies.
Highlighting the burgeoning growth of Dubai's commercial transport sector, it's underscored that this growth is largely attributed to the rapid expansion of e-commerce over the past few years. As a vital logistics hub for shipping and distribution in the region, Dubai's central position has further propelled this growth trajectory.
Identified within the strategy are 17 pivotal projects aimed at supporting the growth of the sector and companies operating within it. These projects are poised to enhance competitiveness through digital markets and platforms, leveraging data and technology to optimize operations, and encouraging the adoption of innovative methods and future technologies.
Among the projects identified are the development of digital platforms supporting the commercial transport and logistics sector, value-added permits, heavy freight services platform, driver behavior monitoring, and the creation of a road freight data center, among others. These projects are set to revolutionize the sector and propel it towards a more sustainable and efficient future.
Moreover, the strategy aligns seamlessly with six existing specialized strategies, including the Traffic Safety Strategy, the Self-Driving Transport Mobility Strategy, the Zero-Emission Public Transport Strategy, the Asset Strategy, the Investment Strategy, and the Digitization Strategy. This cohesive alignment ensures a holistic approach to Dubai's transportation and logistics landscape, fostering innovation, sustainability, and economic prosperity.
In essence, the unveiling of the Dubai Commercial and Logistics Land Transport Strategy 2030 heralds a new era of growth and innovation for Dubai's transportation and logistics sector. With a steadfast commitment to embracing technology, enhancing efficiency, and fostering collaboration, Dubai is poised to solidify its position as a global leader in commercial transport and logistics.
