Rhode Island Man Killed in Police Chase After Being Accused of Murdering His Wife

Joseph Francis, a man wanted on charges of domestic violence-murder and violating a no contact order, died over the weekend after his vehicle flipped during a police chase, according to Rhode Island State Police. Francis was already facing charges for allegedly attacking his wife in May, as reported by Hopkinton police.

A warrant for Joseph Francis was issued on Friday following the shooting death of his wife, Stephanie Francis. Her body was discovered with a gunshot wound inside their home in Hopkinton, Rhode Island.

On Saturday, Westerly police spotted Joseph Francis driving and attempted to stop him without success. About an hour later, officers from the Richmond and Charlestown police departments also tried to intercept Francis. During the ensuing chase, Francis failed to negotiate a turn, causing his vehicle to roll several times before coming to a stop near some woods. When police approached the vehicle, they found Francis dead inside.

Francis had a history of domestic violence. In May, he was charged with disorderly conduct, domestic violence, and domestic simple assault for allegedly pushing his wife, smashing her phone, and yelling at her. Additionally, he was charged with violating a state law prohibiting high-capacity magazines after police recovered two handguns and several loaded high-capacity magazines. Following these incidents, a no contact order was issued, preventing him from contacting his wife.

The tragic sequence of events underscores a troubling pattern of domestic violence and legal violations leading up to the fatal incident. The case highlights the ongoing issues of domestic violence and the complexities law enforcement faces in dealing with such situations.
