North Korea Defends Troop Deployment to Russia, Citing International Law

North Korea stated on Friday that any potential deployment of its troops to Russia would comply with international law, though it stopped short of confirming whether soldiers had actually been sent. According to a statement from Kim Jong Gyu, North Korea's vice foreign minister in charge of Russian affairs, “If there is such a thing that the world media is talking about, I think it will be an act conforming with the regulations of international law.”

These comments arise amid escalating accusations from both Seoul and Washington, alleging that Pyongyang has dispatched thousands of troops to support Russian forces. Ukrainian President Volodymyr Zelensky has also voiced concerns, noting that North Korean soldiers could be deployed on the battlefield as early as Sunday.

Seoul has repeatedly expressed suspicions about North Korea’s support for Russia, alleging that the North has been supplying substantial quantities of weaponry. Recently, South Korean officials pointed to videos circulating online that seem to show North Korean soldiers in Russian military uniforms at bases in Russia’s Far East region. North Korea’s representatives at the United Nations have dismissed these claims.

This statement marks the first time North Korean state sources have directly addressed the issue. Vice Foreign Minister Kim noted that he had “heeded the rumor of the dispatch of Korean People’s Army troops to Russia.” However, he clarified that the Foreign Ministry does not manage matters directly related to the Ministry of National Defense and therefore felt no obligation to confirm or deny the allegations. He added that if such a deployment were to occur, it would still be “an act conforming with the regulations of international law.” He acknowledged that certain forces would likely attempt to frame it as illegal but did not elaborate further.

In response, South Korea has condemned the alleged troop deployment, urging Russia to end what it refers to as “illegal cooperation” with Pyongyang. Officials warned that South Korea might reconsider its stance on supplying Ukraine with military aid. While South Korean domestic policy restricts the sale of weaponry to active conflict zones, Seoul has sold significant military equipment to Poland, an ally of Ukraine. This includes tanks, howitzers, attack aircraft, and rocket launchers, underscoring South Korea’s role as a top arms exporter and its alignment with Western allies.

South Korea’s potential shift on arms sales to Ukraine signals a notable development in the region’s geopolitical landscape, as tensions continue to mount over North Korea’s alleged involvement in the conflict between Russia and Ukraine.
