NATO chief Jens Stoltenberg reiterated the importance of upholding international law by affirming Ukraine's right to self-defense amidst Russian aggression. He emphasized that Russia's attacks on Ukraine necessitated Kyiv's right to defend itself, including targeting legitimate military sites within Russian territory.
NATO foreign ministers convened in Prague to prepare for an upcoming summit, focusing on bolstering support for Ukraine. The alliance has been gradually easing restrictions on how Ukraine can utilize Western-supplied weaponry in its fight against Russia's invasion.
Following US President Joe Biden's authorization for Ukraine to use American munitions to defend Kharkiv by striking inside Russia, several NATO ministers, including those from the Netherlands, Finland, Poland, and Germany, voiced support for Ukraine's right to defend itself against attacks originating from Russian soil.

The push for greater flexibility in Ukraine's use of allied weaponry gained momentum after Russia launched artillery strikes on Kharkiv from its territory, prompting urgent pleas for assistance from Kyiv. US Secretary of State Antony Blinken indicated a shift in Washington's stance on the matter.
Stoltenberg emphasized the challenges faced by Ukraine in defending itself against attacks launched from Russian territory. He highlighted Russia's deployment of artillery, missiles, and troop concentrations from its soil onto Ukrainian territory, making it imperative for Kyiv to have access to advanced weapons for defense.
Ukrainian officials, led by President Volodymyr Zelenskyy, intensified calls for the US to allow their forces to respond to attacks originating from Russia. Kharkiv, located just 20 km (12 miles) from the Russian border, faced escalated threats, prompting urgent appeals for defensive measures.
Amidst delays in replenishing US military aid and Western Europe's insufficient military production, which hindered critical deliveries to Ukraine, Russia exploited the gap, intensifying its attacks on Ukrainian soil.
As NATO marks its 75th anniversary this year, leaders are set to convene in Washington in July to reaffirm their support. Stoltenberg expressed optimism that a significant majority of member states would fulfill their commitment to allocate 2% of their GDP to defense spending, a key agenda item for the upcoming summit.
