Ministry of Higher Education Revises Admission Criteria for University Programs

The Ministry of Higher Education and Scientific Research (MoHESR) in the UAE has announced new rules for how students can be admitted to higher education institutions (HEIs) in the country. These new rules are part of Ministerial Resolution No. (19) of 2024, which explains the requirements for students applying to bachelor’s degree programs, higher diplomas, diplomas, and short learning courses (levels 4 and 5 in the National Qualifications Framework).

Ahmad Ibrahim Alsaadi, who is the Acting Assistant Undersecretary for the Higher Education Operations Sector and the Director of the International Education Support and Scholarships Department at MoHESR, said that the update to the admission rules will help improve the way universities work with students. It will also support universities in creating academic programs that meet student's needs and future career goals. According to Alsaadi, the decision aims to help students become better qualified for the job market while ensuring that the admission process is clear, fair, and of high quality.

He also mentioned that these changes will make it easier for more students to join HEIs. By offering more options, students will be able to choose programs that fit their abilities and interests. This new system makes sure that student's choice of subjects won’t affect their chances of getting into university, even if they are not directly related to their major. Alsaadi added that the Ministry will continue to introduce special programs to provide students with more educational opportunities and make sure their education matches their future career paths.

One major change in the new rules is that a student’s overall high school score is no longer a must-have for university admission. Instead, universities can now admit students based on their grades in subjects that are directly related to the major they want to study. The decision also says that for students applying for master's or doctoral programs, universities can require that they hold an academic qualification from the previous level of study, in line with the National Qualifications Framework for 2024.

The updated rules also explain how secondary school grades work. These grades are based on the certificates from approved educational programs in the UAE or an equivalent international program. If a student has studied in an English-language curriculum that is different from the UAE Ministry of Education’s curriculum, they do not have to prove their English language skills. However, if a student has studied in a language other than English, they must show their English proficiency by passing an international test, as required by the university.

For students who have studied outside the UAE’s Ministry of Education curriculum, universities can decide if they need to prove their skills in subjects related to their chosen major. This can be based on the university’s own rules. In some cases, universities might accept students on a conditional basis, meaning they could be required to take additional preparatory courses to improve their skills in certain subjects. The Ministry also emphasized that the average grade of the general high school will no longer be a requirement for admission.

MoHESR encouraged students and their families to check the admission requirements of the universities they are interested in, as each university may have different rules based on the major the student wants to study. This can be done by directly contacting the university to make sure all the requirements are met.
In summary, these changes aim to make university admission more flexible and fair for students, giving them more chances to succeed in their academic and career goals.
