Melania Trump has taken a stand in favor of new foster care legislation in the U.S. Congress, labeling it a “moral imperative” to enhance the welfare of at-risk children. During a significant meeting with lawmakers, she stressed the pressing need for robust policies designed to tackle the real-life challenges that foster children face today.

On April 15, 2026, the First Lady participated in discussions with the influential House Ways and Means Committee, where the conversation centered on advancing legislation targeted at safeguarding and uplifting youth in the foster care system. In her speech, she emphasized that children need recognition as equals who are entitled to dignity, opportunities, and care.

Melania emphasized that reform in foster care must transcend mere awareness campaigns and lead to tangible actions. She raised several critical issues impacting foster children, such as housing instability, inadequate educational resources, financial struggles, transportation issues, and limited access to technology. She argued these obstacles frequently hinder young people from attaining long-term stability and success.

The initiative continues her previous work, including the “Fostering the Future” program established in 2021 as part of her BE BEST campaign. This program seeks to offer youth from foster backgrounds pathways to higher education, particularly in technology, enabling them to prepare for entry-level employment and financial independence.

Currently, the initiative is operational across more than 20 universities throughout the United States, such as Vanderbilt University, University of Miami, Louisiana State University, University of Virginia, University of Texas, Ohio State University, and University of Alabama. Despite these efforts, she pointed out that only approximately three percent of foster youth graduated from college in 2025, highlighting the urgent need for more systemic support.

She also mentioned the newly enacted TAKE IT DOWN Act and the “Fostering the Future” Executive Order as progress, but made it clear that legislation from Congress could foster more enduring and meaningful change.

In closing, Melania Trump urged lawmakers to take swift action, asserting that new laws have the potential to transform lives and ensure that opportunities for foster children evolve from hopeful aspirations into guaranteed rights. The anticipated reforms aim to focus on long-term solutions that enhance educational access, stability, and overall well-being for youth within the foster care system.
