His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the UAE, and Chairman of the Dubai Judicial Council, recently presided over a meeting of the Dubai Judicial Council to review new initiatives and strategies within the judiciary. This meeting highlighted Sheikh Maktoum’s ongoing commitment to supporting judicial innovation, enhancing judicial expertise, and fortifying Dubai’s legal system to meet international standards.
During the session, His Highness launched the Judicial Inspection Authority's digital platform, a key technological advancement that provides members of the judiciary with interactive tools and resources. This platform is designed to help judiciary members track performance metrics, case resolution speeds, and other critical data, promoting a transparent and efficient judicial process. The digital platform reflects Dubai’s commitment to leveraging technology to create a responsive and accessible judicial system.

A major highlight of the meeting was the approval of the Judges’ Career Paths project. This ambitious initiative aims to elevate judicial competencies by fostering specialised knowledge and streamlining judicial career progression. The project, structured around three primary tracks—Specialized, Elite, and Leadership—focuses on nurturing expertise among Dubai’s judges to support a judiciary that is both adaptive and highly skilled. Each track has distinct objectives: the Specialized Track enables judges to focus on specific legal domains, the Elite Track develops top-tier judges with specialised knowledge, and the Leadership Track prepares judges for senior roles, enhancing their administrative and leadership capacities. This project aligns with the broader vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum to build a robust and capable judiciary that further cements Dubai’s position as a global leader in justice.
His Highness Sheikh Maktoum underscored the importance of the Judges’ Career Paths project, remarking, “The project embodies our ambitious vision for judicial advancement, aiming to develop specialised, highly skilled judges who can contribute to a dynamic and comprehensive judicial system, further enhancing Dubai's global reputation.” He emphasised the importance of Emirati talent in the judiciary, reiterating that developing a pool of highly qualified Emirati judges with specialised skills is integral to ensuring that Dubai’s legal system meets the highest international standards. This initiative will not only strengthen the judiciary but also ensure justice is delivered with accuracy, efficiency, and transparency.
The meeting also saw approval for the formation of a dedicated team tasked with exploring a unified technical platform to streamline the operations of Dubai’s judicial bodies and their support entities. This platform will support enhanced cooperation and cohesion within Dubai’s legal ecosystem, ensuring consistency and efficiency across different judicial functions.
In addition, Sheikh Maktoum approved 36 Emirati judicial trainees for the Dubai Judicial Institute's Judicial and Legal Studies programme, preparing them for future roles as judges in Dubai’s courts. This initiative is expected to play a significant role in maintaining a strong Emirati presence within the judicial sector, fostering local talent equipped with advanced legal knowledge and skills to meet Dubai's judicial needs.
In his remarks, Sheikh Maktoum stressed the importance of providing the judiciary with all necessary resources to maximise efficiency and foster a legal environment where justice is prompt, precise, and easily accessible. “We are fully committed to ensuring our judicial system is equipped to handle the demands of a modern legal landscape, creating a climate of trust and reliability,” he stated. He praised the Dubai Judicial Council for its dedication to strengthening Dubai's legal system and upholding the rule of law, noting that these initiatives would support Dubai’s position as a global business and investment hub.
His Highness reviewed several key development plans and projects aimed at advancing the capabilities of Dubai's judicial entities, such as the Judges’ Career Paths project. This project, aligned with the Dubai Economic Agenda (D33) and the Dubai Social Agenda 33, is designed to address the evolving legal and social needs of the emirate. By prioritising judicial specialisation and precision, it is expected to enhance Dubai's global leadership in legal excellence.
The project also aims to foster sustainable judicial expertise and competency, ensuring that Dubai’s judiciary is well-equipped to respond to future challenges. The Judicial Coordination Affairs Council will oversee the project’s implementation, ensuring alignment with Dubai’s strategic goals and adhering to international standards of judicial quality. By doing so, Dubai Courts seeks to set a new benchmark for judicial development, further establishing Dubai as a model for judicial efficiency and innovation.
The platform launch and Judges' Career Paths project were also accompanied by approvals on several other judicial recommendations, including promotions and regulations concerning seniority and career advancement within the judiciary. His Excellency Prof. Saif Ghanem Al Suwaidi, Director General of Dubai Courts, noted that selecting qualified judicial personnel is critical to delivering fair and effective justice. He emphasised that the integrity and professionalism of Dubai’s judges reinforce the judiciary’s credibility and contribute to Dubai’s reputation for judicial excellence.
Furthermore, Prof. Al Suwaidi highlighted the impact of the Judges’ Career Paths project in building a judicial system that supports Dubai’s ambition of being a global model for advanced judicial services. The comprehensive training programmes developed by the Dubai Judicial Institute are tailored to equip judges with the skills needed to address modern legal challenges, thereby promoting effective and just outcomes.
Supporting these initiatives, His Excellency Prof. Abdullah Saif Al-Sabousi, Secretary General of the Dubai Judicial Council, discussed the multi-stakeholder collaboration necessary for the Judges’ Career Paths project. This approach, he said, ensures a cohesive framework for judicial development, improving judgment quality and promoting efficiency. The project demonstrates Dubai’s commitment to creating a legal framework that not only meets current demands but is also adaptable to future changes, reflecting the emirate’s progressive outlook on justice and governance.
