Rebuilding our country will not happen overnight," King Charles stated in a speech penned by the new government as he opened Parliament. On Wednesday, Britain’s King Charles laid out Prime Minister Keir Starmer’s legislative agenda, promising a government focused on economic revival and addressing issues such as housing shortages and the cost of living crisis.
In a grand ceremony filled with pageantry, King Charles, before an audience of robed lords and lawmakers, read the government's priorities following Starmer’s Labour Party securing a large majority in this month's election. The package, comprising more than 35 bills, aims to grow the economy, reform planning laws to facilitate home construction, and expedite major infrastructure projects to improve transport and create jobs.
The king’s speech, written by the government, also aimed to promote a new tone in British politics, emphasizing service over self-interest, a shift Labour attributes to 14 years of often chaotic Conservative rule. "My government will govern in service to the country," said King Charles, adorned in a crimson and white robe and the Imperial State crown. "My government’s legislative program will be mission-led and based on the principles of security, fairness, and opportunity for all."

Starmer, who achieved one of the largest parliamentary majorities in modern British history on July 4, now holds the position of the most powerful national leader since former Prime Minister Tony Blair. However, he faces significant challenges, including improving struggling public services with limited financial resources. In an introduction to the proposed legislation, Starmer declared, “The era of politics as performance and self-interest above service is over.” He warned voters that rebuilding the country would require determined and patient work, along with serious solutions.
The government's legislation aims to address Britain’s acute housing shortage and the long delays in infrastructure projects by speeding up and streamlining the planning process. The Planning and Infrastructure Bill intends to restrict the ability of local people to block new developments, emphasizing democratic engagement with how, not if, homes and infrastructure are built.
The government also plans to gradually renationalize the passenger rail network, setting affordable fares to encourage train use by transferring control of rail contracts from private companies to the state as they expire. This move would largely reverse the rail privatization of the 1990s by the then-Conservative government.
Additionally, the speech highlighted the government’s efforts to reset relations with the European Union after years of Brexit disputes. The king stated that his ministers would seek a new security pact to strengthen cooperation with the EU. Starmer is expected to work towards this goal when he hosts a meeting of the European Political Community, a group formed in 2022 following Russia’s invasion of Ukraine. Building on discussions from a recent NATO summit in Washington, Starmer and his team aim to advance these conversations, although formal talks on a security pact are likely to occur later in the year.
