US President Joe Biden revealed a three-phase plan on Friday to end the conflict in Gaza, proposing a ceasefire and the release of hostages held by Hamas. The plan, termed a "roadmap to an enduring ceasefire," consists of several key elements outlined below:
Phase One:
- Biden emphasized the importance of a comprehensive ceasefire lasting six weeks, during which Israeli forces would withdraw from all populated areas of Gaza.
- Hamas would release a certain number of hostages captured during the October 7 attacks on Israel, including women, the elderly, and the wounded. Additionally, the remains of some hostages who were killed would be returned.
- US hostages held by Hamas would also be freed, and hundreds of Palestinian prisoners would be released in exchange.
- Palestinian civilians would be permitted to return to their homes and neighborhoods in Gaza, including in the heavily affected northern region.
- Humanitarian aid would significantly increase, with 600 trucks per day entering Gaza, and the international community providing hundreds of thousands of temporary shelters and housing units.
- Negotiations between Israel and Hamas would take place during this phase, facilitated by mediators from the United States, Egypt, and Qatar. If the negotiations continue, the ceasefire would be extended.

Phase Two:
- The second phase would involve a complete withdrawal of Israeli forces from Gaza, lasting approximately six weeks.
- Hamas would release all remaining living hostages, including male Israeli soldiers.
- If both sides adhere to the agreement, hostilities would cease permanently.
Phase Three:
- The final phase entails a reconstruction and stabilization plan for Gaza, supported by the US and the international community. This includes rebuilding homes, schools, and hospitals.
- Efforts would be made to ensure that the reconstruction process does not allow Hamas to re-arm.
- The reconstruction phase is expected to span three to five years, with assistance from regional partners.
- The remaining remains of any hostages killed would be returned during this phase.
Contingency Plan:
- Biden stated that if Hamas fails to fulfill its commitments, Israel reserves the right to resume military operations.
- However, Egypt and Qatar would work to ensure Hamas complies with the terms, while the United States would do the same for Israel.
The proposed plan aims to address the immediate humanitarian crisis in Gaza and pave the way for long-term stability in the region.
