Israel Possibly Violated International Law with U.S. Arms: Report

The Biden administration stated on Friday that there is a likelihood that Israel's use of U.S.-supplied weapons during the conflict in Gaza may have violated international humanitarian law. However, due to the complexities of wartime situations, U.S. officials couldn't definitively confirm this in relation to specific airstrikes.

This assessment, outlined in a summary report delivered to Congress, represents the most explicit acknowledgment by Biden officials regarding potential breaches of international law by Israel. The report highlighted "reasonable" evidence indicating that Israel may have violated its international humanitarian law obligations during its operations in Gaza.

However, the inability of U.S. officials to directly link specific U.S. weapons to individual Israeli airstrikes could provide some leeway in potential decisions regarding the supply of offensive weapons to Israel in the future.

The assessment was initiated by President Joe Biden's fellow Democrats in Congress and follows seven months of intense conflict in Gaza, resulting in a significant number of Palestinian casualties, particularly among women and children. The Hamas-run Gaza Health Ministry reported nearly 35,000 Palestinian deaths.

Despite challenges in gathering precise information on individual strikes, the report suggests that Israel's reliance on U.S.-made defense articles may have contributed to violations of international humanitarian law. The report also raises questions about the effectiveness of the Israel Defense Forces (IDF) in minimizing civilian harm during military operations.

President Biden has faced mounting pressure both domestically and internationally over the Palestinian death toll and the humanitarian crisis in Gaza. The Biden administration's response to the conflict has been closely scrutinized, with calls for restrictions on military aid to Israel from some Democrats and condemnation from Republicans.

Recent actions, such as the temporary halt of a weapons shipment to Israel due to concerns over its planned offensive in Rafah, underscore the administration's efforts to balance support for Israel with humanitarian concerns.

The assessment process, agreed upon in February, required the Defense and State departments to evaluate reports or allegations of potential violations of international law by Israel. This review was prompted by lawmakers and advocacy groups urging a thorough examination of Israel's conduct during the conflict in Gaza.

While the findings of the assessment have raised significant concerns about Israel's adherence to international law, any decision to impose restrictions on military aid could have broader geopolitical implications and further strain relations between the U.S. and Israel.
