The Islamic Development Bank (IsDB) has committed a significant $10 million grant to the World Health Organization (WHO) for the development and execution of the Health Impact Investment Platform (HIIP). The announcement was made on Tuesday and is set to have a lasting impact on the strengthening of primary healthcare systems worldwide, especially in low- and middle-income countries.
The deal, signed at the 29th Conference of the Parties to the UN Framework Convention on Climate Change (COP29) in Baku, marks a crucial milestone in IsDB’s ongoing commitment to health and climate action. This collaboration aims to build more resilient healthcare systems that can better withstand crises, especially in regions vulnerable to climate change, pandemics, and other global health challenges.
The HIIP is a pioneering initiative designed to promote cooperation among multilateral development banks, WHO, and countries in need of robust healthcare and climate solutions. Through this platform, the IsDB grant will support WHO’s efforts in evaluating global healthcare needs and designing impactful projects that will provide tangible benefits. The aim is to channel resources into areas that offer the highest potential for improving health outcomes sustainably.

Dr. Muhammad Al Jasser, the President of IsDB, emphasized that the bank’s support for the HIIP aligns with its broader mission to enhance healthcare access and resilience within its member countries. He noted that investing in primary healthcare systems is vital to addressing today’s health challenges and preparing for future crises. “Our partnerships with WHO and multilateral development banks allow us to focus on primary healthcare, particularly in areas where it is most needed,” said Dr. Al Jasser. “We are committed to fostering a healthier and fairer future for all communities around the world.”
WHO Director-General Dr. Tedros Adhanom Ghebreyesus also highlighted the importance of reliable funding for low- and middle-income countries. He explained that strengthening primary healthcare systems is essential to ensuring equitable access to health services, especially in the face of future pandemics. Dr. Tedros added that the HIIP will leverage WHO’s vast public-health knowledge and experience in the field, alongside the financial and technical resources of IsDB and other multilateral institutions. “Together, we can drive meaningful improvements in health outcomes and work towards a healthier future for all,” said Dr. Tedros.
This collaboration represents a significant step towards improving health systems in developing nations, ensuring they are better equipped to face emerging challenges and provide equitable care to their populations. The grant also underscores IsDB's long-standing commitment to leveraging its resources to create sustainable, positive change in healthcare systems worldwide.
