The fourth edition of the Interpol Young Global Police Leaders Programme (YGPLP) officially launched in Dubai with an opening ceremony attended by prominent figures, including Major General Khalil Ibrahim Al Mansoori, Acting Commander-in-Chief of Dubai Police, and Jürgen Stock, INTERPOL Secretary General. The event, themed "Policing in the Age of Artificial Intelligence," underscores the growing influence of AI in law enforcement and its potential to revolutionize police operations globally.
Hosted by Dubai Police in collaboration with INTERPOL, this four-day event at the Officers' Club has drawn young police leaders from 34 INTERPOL member countries. These future leaders are joined by a distinguished panel of speakers, specialists, experts, lecturers, and trainers from both Dubai Police and various international organizations, marking a significant gathering for the global policing community.

The programme opened with a compelling video presentation that took participants on a journey through the history of the YGPLP. It traced back to Dubai in 2018, spotlighting moments from the first edition in 2019 and the second in 2022, both hosted by Dubai Police, as well as the third edition hosted by India. The video set the stage for the discussions ahead, emphasizing the programme’s evolution and its increasing relevance in today’s rapidly changing world.
The focus of this year’s YGPLP is on how AI, a rapidly advancing technology, can be harnessed to enhance police work, improve community safety, and combat crime in all its forms. Major General Al Mansoori highlighted the importance of this theme in his address, stating that the launch of the fourth edition, with participation from 34 countries, reaffirms Dubai Police's leading role in promoting international cooperation and communication in the realm of law enforcement.
He emphasized that the YGPLP aims to advance security and police work by facilitating the exchange of knowledge and best practices among nations. "This initiative is designed to develop human resources, particularly young police leaders, through specialized programmes that prepare them to tackle future challenges. The programme also addresses the challenges of AI and explores how this swiftly advancing technology can be leveraged to enhance police work and develop innovative solutions that will drive the progress of police agencies,” Al Mansoori said.
He further noted that Dubai Police is committed to providing all necessary resources, capabilities, and expertise to support young police leaders and enhance their readiness for the future. "The programme offers a platform for participants to exchange experiences and practices under the guidance of a distinguished group of specialists and experts. This will enable them to achieve a high level of competence, which will assist them in making informed decisions within their security and police organizations," he added.
Al Mansoori also underscored the importance of the ongoing collaboration between Dubai Police and INTERPOL. He credited the support and guidance of His Excellency Lieutenant General Abdulla Khalifa Al Marri, Commander-in-Chief of Dubai Police, for elevating the performance of police forces worldwide. "This collaboration enhances effective and continuous communication between young leaders on an international scale, improves responses to various security challenges, and leverages AI as a fundamental tool in police operations," he said.
In his keynote address, INTERPOL Secretary General Jürgen Stock expressed his pleasure at being back in Dubai, where the YGPLP concept was first announced at the 2018 General Assembly. He praised the growth and success of the programme over the past six years, attributing much of its success to the unwavering support of Dubai Police. Stock welcomed the young leaders participating in the programme, emphasizing the importance of collaboration in securing communities amidst the challenges posed by AI and other emerging technologies.
"The world is changing rapidly, as is the landscape of cross-border threats, increasingly driven by new technologies," Stock said. He highlighted AI as an exceptional force in enhancing law enforcement, becoming increasingly vital to the effectiveness and efficiency of police agencies. AI, he noted, facilitates crime prevention, investigations, and public safety, and this year alone, Dubai Police announced the integration of AI systems into 29 administrative processes across various departments.
Stock also referenced the "Responsible AI Innovation for Law Enforcement" guide, issued in 2023 by INTERPOL in collaboration with the United Nations Interregional Crime and Justice Research Institute. This guide provides a foundational framework for law enforcement worldwide, and its significance has only grown, with the UN Secretary-General's recent report bringing this topic to the global spotlight.
"As we transition into an era of rapid AI growth, adapting to technology should not be seen as a challenge but as an opportunity to inspire innovation and ensure our teams are well-prepared for future challenges," Stock said, urging police leaders to "Think globally, act locally." He stressed that the future of policing hinges on how AI is used to serve the course of justice and how law enforcement agencies can collaborate, innovate, and lead with a global perspective.
Dr. Madan Oberoi, Executive Director of Technology and Innovation at INTERPOL, also addressed the gathering, welcoming the Secretary General, Dubai Police officials, and participants from 34 INTERPOL member countries. He highlighted the diverse backgrounds of the participants, noting their expertise in AI, digitization, IT, forensics, training, legislation, and various crime areas such as financial crimes, crimes against children, and terrorism.
Oberoi emphasized that the YGPLP was established to highlight the importance of international cooperation and INTERPOL's role in supporting it. The programme offers participants opportunities to learn from seasoned law enforcement officials and present ideas to a diverse audience, fostering global networking opportunities.
He provided a brief history of the programme, noting the focus of each edition: the first edition in 2019 on emerging trends and their impact on policing, the second in 2022 on the skills required for future police officers, and the third in India in 2023 on the role of trust in criminal investigations. He explained that the fourth edition delves into policing in the age of AI, a transformative force reshaping industries and societies worldwide.
Meanwhile, Engineer Major Khalifa Al Room, Vice President of the Dubai Police Young Leaders Council, emphasized that true future-building begins with practical steps in the present. "The knowledge, skills, and relationships acquired today represent the awareness, maturity, wisdom, and leadership of the future," he said. Al Room highlighted the significance of the YGPLP as a crucial step in knowledge-building and a unique opportunity to achieve scientific benefits that will shape future leaders in security and policing.
He expressed pride in the YGPLP, organized and managed by a young team from the Dubai Police Young Leaders Council, under the supervision of the General Department of Criminal Investigation and senior leadership of Dubai Police, in collaboration with INTERPOL's Innovation Centre. He noted that the Young Leaders Council was established in 2017 as an independent entity within Dubai Police, comprising elite young leaders from various sectors and disciplines, with a focus on supporting young people in the police sector through various programmes and initiatives.
"The YGPLP is one of the programmes to which the council gives special attention and great importance, with the support and patronage of His Excellency Lieutenant General Abdulla Khalifa Al Marri, Commander-in-Chief of Dubai Police," Al Room said. He concluded by stating that the programme is a testament to the empowerment of young leaders within Dubai Police, and that the council's work serves as a strong incentive to support police work both locally and globally.
The first day of the YGPLP featured a keynote lecture titled "Future Foresight Skills for Leaders in the Age of Artificial Intelligence," followed by an orientation session with the young participants, led by the INTERPOL Secretary General and several Dubai Police leaders and experts. The day concluded with a brainstorming session led by three specialized trainers, focusing on key areas that support the development of security and police work, including the uses of AI in police agencies, criminalized uses and misuse of AI by criminals, responsible use of AI, and engaging the community in understanding how police use AI to protect society and combat crime.
