India Says Haj Tour Operators Missed Saudi Deadlines

The Indian government said on Tuesday that many private Haj tour groups did not do their work on time. Because of this, Saudi Arabia did not give all the Haj spots that India had asked for.

People were worried after hearing that over 52,000 Indian Haj spots were taken back. But the government said that after talking to Saudi Arabia, the Haj Portal was opened again. Now, the tour groups can finish their work for 10,000 more pilgrims, but only if there is space left in Mina, a place where an important part of Haj is done.

India gets a total of 1,75,025 Haj spots for the year 2025. Out of these, 1,22,518 spots are looked after by the Haj Committee of India, which is part of the Ministry of Minority Affairs. The committee takes care of flights, places to stay, travel inside Saudi Arabia, and tents at Mina. All of this was done on time.

The remaining 52,507 spots were given to private travel companies. But this year, the Saudi rules changed. So, instead of many small companies, the Indian government made 26 big group companies called CHGOs (Combined Haj Group Operators).

The government gave these groups their spots early. But even after many reminders, these groups did not finish booking places to stay, buses, or tents in Mina.

Because they were late, the places in Mina got full. Saudi Arabia said they would not give more time to any country. They were also worried about people’s safety, since Haj this year will happen in the hot summer and there is limited space.

The Indian government kept talking with Saudi Arabia and finally got the portal opened again for 10,000 people. The Ministry has told the 26 big groups to finish their work quickly.

The Ministry said India's Haj spots have grown over the years—from 1,36,020 in 2014 to 1,75,025 in 2025. But final numbers are always given closer to Haj time.

Many leaders in India are upset. Omar Abdullah, a leader from Jammu and Kashmir, said many people had already paid but lost their chance. He asked the Foreign Minister to talk to Saudi Arabia quickly.

Farooq Abdullah also asked Prime Minister Modi to speak with the Saudi government. Mehbooba Mufti said the sudden change has made many people and travel agents very sad.

Congress leader Syed Naseer Hussain said it is shocking that so many people lost their Haj chance even after paying. He asked the government to try and get those spots back.
