India and China Agree on Military Patrols Along Disputed Border

India and China have announced an agreement regarding military patrols along their disputed border in the Himalayas, following tensions that escalated into a deadly clash in 2020. This pact was confirmed by India’s foreign ministry on Monday and is seen as a step towards disengaging troops stationed at the Line of Actual Control (LAC), the demarcation line that separates Indian and Chinese territories in the region.

Foreign Secretary Vikram Misri indicated that this agreement resulted from extensive negotiations between Indian and Chinese diplomats and military officials over the past few weeks. While he did not clarify whether the agreement entails the withdrawal of the additional troops that have been deployed along the border, he expressed hope that it would lead to a resolution of the issues that arose in 2020. 

Misri’s announcement came just ahead of Indian Prime Minister Narendra Modi's visit to Russia for the BRICS summit, where he may have the opportunity to engage in discussions with Chinese President Xi Jinping. Relations between India and China soured significantly in July 2020 when a military confrontation resulted in the deaths of at least 20 Indian soldiers and four Chinese personnel. Since then, both countries have amassed tens of thousands of troops in the rugged, mountainous terrain along the LAC, which stretches from Ladakh in the west to Arunachal Pradesh in the east.

Despite some troop withdrawals in certain areas, including along the northern and southern banks of Pangong Tso lake and in Gogra and Galwan Valley, both nations continue to maintain additional military personnel as part of a layered deployment strategy. Senior military commanders from India and China have conducted multiple rounds of discussions to negotiate the disengagement of troops from the most contentious zones.

The LAC represents the effective control line rather than the territorial claims held by either nation. The de facto border is recognized by India as being approximately 3,488 kilometers (2,167 miles) long, although China asserts a significantly shorter length.

India's Foreign Minister, Subrahmanyam Jaishankar, described the pact as a result of “very patient and very persevering diplomacy” and emphasized the importance of restoring military patrols to their pre-2020 state. He expressed optimism that this agreement would foster peace and tranquility in the region, which he identified as crucial for the broader relationship between India and China. Jaishankar noted that disruptions in peace and stability have far-reaching consequences for diplomatic relations.
