HONG KONG — On Wednesday, a Hong Kong court sentenced pro-democracy activist Owen Chow to three days in jail and fined his solicitor, Phyllis Woo, HK$1,800 for handling an unauthorised document. Chow, a prominent figure in Hong Kong’s pro-democracy movement, is currently serving a prison term of over five years for his role in the 2019 occupation of the city's legislature.
Chow and Woo were convicted in July for their involvement in the case related to a prison complaint form. Chow's complaint concerned two books on Chinese Buddhism that his family attempted to deliver to him in prison, which had been banned by the Correctional Services Department (CSD). Chow argued that his complaint, if processed through the proper security channels, would have reached the ombudsman without issue.
Principal Magistrate Ivy Chui criticized Chow’s attempt to bypass security procedures as "reckless and foolish." Despite this, she acknowledged Woo’s limited experience and clean record when imposing the fine. Chow's legal team plans to appeal the conviction and sentence, according to defence lawyer Jeffrey Tam.

The case stems from Chow’s legal visit at the Lai Chi Kok Reception Center on May 2 of the previous year. During the visit, Chow handed Woo the complaint form in question after a prison officer left the room. The prosecution presented closed-circuit television footage showing Chow secretly passing the document to Woo.
In his mitigation letter, Chow highlighted systemic issues within the correctional system, claiming that obstruction of prisoners' rights is a broader problem. He described multiple instances where the CSD had unjustly banned books and imposed punitive measures against him, including solitary confinement and harsh treatment for minor infractions.
Chow’s ongoing legal battles reflect the broader political turmoil in Hong Kong, where pro-democracy activists face severe repercussions amid a sweeping national security crackdown. His case continues to draw international attention, spotlighting concerns over human rights and freedom of expression in the region.
