Hamdan bin Mohammed Appoints New CEOs for Key Dubai Government Entities

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of The Executive Council of Dubai, has announced a series of appointments to leadership positions within several key Dubai government entities. These decisions, aimed at reinforcing the efficiency and strategic direction of the Dubai government, highlight Sheikh Hamdan’s commitment to strengthening the emirate’s role in global tourism, commerce, and economic development.

Under Executive Council Decision No. (54) of 2024, Issam Abdulrahim Kazim has been appointed as the Chief Executive Officer of Dubai Corporation for Tourism and Commerce Marketing. Kazim, who has previously played a vital role in promoting Dubai as a global tourism destination, will now further consolidate the emirate’s standing as a leading hub for both tourism and commerce, particularly as Dubai continues to recover and thrive post-pandemic.

In a similar move, Executive Council Decision No. (55) of 2024 designates Mohammed Abdullah Shael AlSaadi as CEO of Dubai Corporation for Consumer Protection and Fair Trade. With this appointment, AlSaadi is entrusted with upholding and advancing Dubai’s regulatory frameworks, ensuring fair trade practices and safeguarding consumer rights in line with international standards.

Further reinforcing the strategic direction of Dubai’s economy, His Highness issued Executive Council Decision No. (56) of 2024, appointing Essa Harab Khalifa bin Hadher as CEO of the Economic Strategy Sector at Dubai Department of Economy and Tourism. In this role, Bin Hadher will oversee the development and implementation of forward-looking economic strategies, supporting Dubai’s vision of becoming a leading global economic hub.

Additionally, Sheikh Hamdan’s Executive Council Decision No. (57) of 2024 appoints Sahia Sajjad Ahmed as the CEO of Regulatory Policy and Governance at the Dubai Department of Economy and Tourism. Ahmed will be responsible for ensuring that Dubai’s policies and governance frameworks are aligned with the emirate’s broader objectives for sustainable and innovation-driven economic growth.

Moreover, Saad Mohammed Al Awadhi has been named CEO of Corporate Support Services at the Dubai Department of Economy and Tourism, under Executive Council Decision No. (58) of 2024. In his new capacity, Al Awadhi will focus on enhancing the department’s internal processes, ensuring streamlined operations, and fostering an environment of efficient service delivery.

In another key appointment, Executive Council Decision No. (59) of 2024 sees Khaled Hassan Mohammed Mubasheri appointed as CEO of the Legislation and Disputes Sector at the Dubai Department of Economy and Tourism. Mubasheri will manage legislative matters and handle disputes, ensuring Dubai maintains its reputation as a transparent and business-friendly jurisdiction.

These executive decisions, numbered (54), (55), (56), (57), (58), and (59), take effect from 1 April 2024 and will be published in Dubai’s Official Gazette, formalizing the appointments and the accompanying responsibilities of the newly appointed leaders.

In a subsequent announcement, Sheikh Hamdan also issued Executive Council Decision No. (60) of 2024, appointing Yousuf Ahmed Yousuf Abdullah Lootah as CEO of Strategy and Corporate Performance at Dubai Department of Economy and Tourism. This particular decision will come into effect on 1 October 2024, further reinforcing the department’s long-term goals of ensuring sustainable growth, operational excellence, and alignment with Dubai’s vision for the future.

The appointments reflect Sheikh Hamdan’s forward-thinking approach to governance, ensuring that Dubai’s government entities are equipped with strong leadership to navigate the complexities of an evolving global landscape.
