France has officially lifted its travel ban on Telegram founder Pavel Durov, granting him full freedom of movement as he continues to face an ongoing investigation linked to illegal content circulating on the messaging platform. The decision marks a significant shift in his judicial restrictions, which were imposed after his 2024 detention in Paris.

The Russian-born tech entrepreneur, who also holds a French passport, was placed under formal investigation over allegations that Telegram facilitated illicit transactions, child exploitation material, and other criminal activities. Authorities argued that Durov and his team failed to adequately moderate harmful content, allowing criminal networks to exploit the widely used platform.

From Strict Supervision to Full Travel Freedom

After his detention last year, Durov was barred from leaving France and required to stay under strict judicial supervision. In July, those conditions were partially eased, allowing him to return to the United Arab Emirates — where Telegram is based — for short two-week stays.

With the latest decision, French authorities have completely lifted the travel ban, removing the requirement to report regularly to police in Nice and allowing Durov to reside and travel freely.

According to officials, the relaxation comes after Durov “fully complied” with all supervision rules over the past year.

Allegations and Durov’s Defense

Durov has consistently denied accusations that he was complicit in criminal activity on Telegram. During questioning in late 2024, he acknowledged the growing presence of criminal groups on the platform but insisted that Telegram has been working to strengthen oversight without compromising user privacy.

He has also criticized French authorities, claiming that some content moderation requests did not follow established legal procedures. Durov condemned his arrest as damaging to France’s “image as a free country” and maintains that the case unfairly targets him for issues tied to broader internet regulation challenges.

His legal team has declined to offer public comment following the latest development.

What Comes Next for the Telegram Founder?

Although the travel ban has been lifted, the investigation into Pavel Durov and Telegram remains open. French officials continue to examine whether the platform’s mechanisms enabled unlawful activities and whether Durov bears legal responsibility as its founder.

The case has drawn international attention, raising questions about how governments can balance digital freedom, privacy, and responsibility in an era where encrypted platforms play a central role in global communication.

As the probe continues, Durov’s regained mobility could allow him to resume business operations more effectively — while still remaining under the scrutiny of French investigators.
