BRUSSELS -- On Thursday, the European Union's top diplomat, Josep Borrell, intensified calls for Ukraine’s international allies to lift restrictions on the use of the weapons they supply to the conflict-torn nation. Borrell's push comes amid Ukraine's urgent need to strike military targets inside Russia, which are being used to launch attacks on Ukrainian forces and civilians.
Currently, the United States, along with some European Union member states, imposes limitations on the use of the long-range ballistic missiles and other weapons provided to Ukraine. These restrictions prevent Ukraine from using such weaponry to strike within Russian territory, a critical need as Ukraine faces relentless airstrikes from Russian airfields and military installations.
“We need to lift restrictions on the use of weaponry against Russian military targets, in accordance with international law,” Borrell stated during a meeting of EU foreign ministers in Brussels, convened to discuss the ongoing Russian invasion of Ukraine. He emphasized that the weapons provided to Ukraine must be allowed to be fully utilized, including targeting the sources of Russian attacks. “Otherwise, the weaponry is useless,” Borrell added, stressing the importance of removing these limitations.

Borrell, speaking alongside Ukrainian Foreign Minister Dmytro Kuleba, condemned Russia’s continued assaults on civilian infrastructure and population centers, saying, “Russia wants to bomb a European country into full capitulation.” He argued that without the ability to strike back at the sources of these attacks, Ukraine's defense efforts are severely hampered.
Kuleba echoed Borrell's sentiments, warning that the success of Russia’s military campaign would largely depend on the willingness of Ukraine's allies to make decisive and bold choices. “The success of Russia depends on one thing: on the preparedness of partners to make bold decisions. If decisions are taken, Ukraine is successful on the ground. If they are not taken, then do not complain on Ukraine, complain on yourself,” he said, highlighting the critical role of international support.
Kuleba was clear in stating that Ukraine's intent is to target only "legitimate military targets" within Russia. He argued that if Ukraine were supplied with sufficient missiles and allowed to strike these targets, it would significantly reduce Russia's capacity to damage Ukraine's critical infrastructure and improve the situation for Ukrainian forces on the battlefield.
In addition to lifting restrictions, Kuleba called on Western countries to fulfill their commitments to provide military support to Ukraine swiftly. He particularly emphasized the need for the rapid deployment of Patriot air defense systems, which are crucial for defending Ukraine’s airspace against Russian missile attacks. “We pay for all these delays, with the damage and loss of lives,” he said, urging those nations that had pledged to deliver these systems months ago to follow through immediately.
Kuleba pointed out that Ukraine has stated it needs at least 25 Patriot air defense systems to adequately protect its airspace from Russian missiles. The systems are reportedly ready for delivery, but the final approval to send them has yet to be given. “What is lacking is just the final go, the greenlight to do it,” Kuleba emphasized, stressing the urgency of the situation.
As Ukraine continues to face intense military pressure from Russia, the debate over the use of supplied weapons and the speed of military aid delivery remains critical. The decisions made by Ukraine’s international backers in the coming weeks could have significant implications for the outcome of the conflict and the future stability of the region.
