Senior cybersecurity officials from European Union (EU) Member States and the European Commission recently participated in the annual "Blueprint Operational Level Exercise" (Blue OLEx), a key event designed to evaluate and improve the EU's preparedness for handling cyber-related crises. The exercise is part of an ongoing effort to strengthen the EU’s ability to respond effectively to large-scale cyber incidents.
Margrethe Vestager, the Executive Vice-President for a Europe Fit for the Digital Age, emphasized the importance of this exercise, stating that it would enhance the region’s cybersecurity defenses. "This exercise will help us strengthen our cybersecurity defences and ensure a safer digital environment for our citizens and businesses across Member States," she noted. Her comments underscored the EU’s ongoing commitment to maintaining a robust digital security framework.
This year’s edition of the exercise was led by Italian authorities, with support from the EU Agency for Cybersecurity (ENISA). A significant focus for the 2024 iteration of Blue OLEx was executive-level cooperation, particularly through the Cyber Crisis Liaison Organisation Network (EU-CyCLONe). This network was established following the implementation of the Directive on measures for a high common level of cybersecurity across the Union (NIS2 Directive).

EU-CyCLONe plays a crucial role in helping Member States manage large-scale cyber incidents at the operational level. It complements existing EU cybersecurity structures by ensuring cooperation across various levels. While technical responses are coordinated through bodies like the Computer Security Incident Response Teams (CSIRTs), political collaboration occurs through the Integrated Political Crisis Response (IPCR). Together, these efforts ensure a comprehensive and coordinated approach to cyber crisis management.
The exercise was designed to help cybersecurity leaders and officials assess the effectiveness of their response protocols and identify areas for improvement in handling major cybersecurity incidents. The results of this year’s Blue OLEx will feed directly into the ongoing evaluation of the EU Blueprint for a coordinated response to large-scale cybersecurity incidents, which was first adopted in 2017.
By simulating real-world cyber crises and testing various response strategies, the EU aims to enhance the resilience and agility of its cybersecurity infrastructure, ensuring that it is well-equipped to protect the digital economy and the security of citizens across its Member States. The insights gained from these exercises are vital to improving the overall preparedness and effectiveness of the EU’s response to future cyber threats.
