Emirates Central Cooling Systems Corporation PJSC, known as Empower, the largest district cooling services provider in the world, has announced a new partnership with Mitsubishi Heavy Industries Thermal Systems, Ltd. (MHI Thermal Systems), a subsidiary of Mitsubishi Heavy Industries (MHI) Group. This agreement, signed on October 8, 2024, in Dubai, will see Empower receive advanced chillers with a total capacity of up to 100,000 Refrigeration Tons (RT). The signing ceremony was attended by H.E. Ahmad Bin Shafar, CEO of Empower, and Mr. Yoshihiro Ito, President of MHI Thermal Systems, along with officials from both companies.
Under the terms of the agreement, MHI Thermal Systems will provide Empower with 18 state-of-the-art, energy-efficient water-cooled centrifugal chillers with an initial capacity of 56,250 RT, which are set to be delivered starting in 2025. These chillers will be deployed in various district cooling projects throughout Dubai, including key developments such as the Deira Waterfront Development (DWD), Jumeirah Village, and Al Sufouh. Additionally, the agreement contains provisions allowing Empower to increase the order by December 31, 2024, potentially raising the total capacity to 100,000 RT.

This marks the second collaboration between Empower and MHI Thermal Systems. Previously, in late 2021, the two companies entered into an agreement for the supply of advanced water-cooled centrifugal chillers with a total capacity of 100,000 RT, which were delivered in 2022 and 2023. These chillers were installed in Empower’s cooling plants located in Za’abeel, the Dubai Land Residential Complex (DLRC), Jumeirah Beach Hotel (JBH), and Business Bay 05.
H.E. Ahmad Bin Shafar highlighted the significance of this agreement for both parties, stating it represents a major opportunity to advance the district cooling sector while contributing to a carbon-free future through energy-efficient technologies. He emphasized that the new chillers would not only reduce environmental impact but also facilitate a more sustainable future. Bin Shafar reiterated Empower's commitment to continuously enhancing its 87 plants by incorporating the latest technologies, ensuring efficient service to residential, commercial, healthcare, educational, and multi-use projects across Dubai.
Moreover, he underscored Empower’s ambition to develop valuable and modern infrastructure that strengthens its leadership position in the global district cooling market. He also stressed the importance of maintaining high standards in providing environmentally friendly district cooling services to customers.
Mr. Yoshihiro Ito, President of MHI Thermal Systems, expressed pride in being part of this collaboration. He affirmed MHI Thermal Systems' commitment to maximizing energy efficiency while continuously improving operational effectiveness. Ito highlighted the company’s honor in working alongside Empower to implement solutions that align with the long-term strategies of the Dubai government, which aims to cut energy and water consumption by 30% by 2030 and support the UAE's carbon emissions reduction goals.
Following the signing ceremony, Empower organized a field tour for the MHI Thermal Systems team at the Business Bay district cooling plant, which holds the Guinness World Record for the highest capacity district cooling plant (DCS). The tour showcased the plant’s operations and highlighted Empower’s achievements in delivering sustainable and environmentally friendly district cooling services, which contribute economically, socially, and environmentally to the UAE's transition toward a green economy.
