Emirates Central Cooling Systems Corporation PJSC (Empower), recognized globally as the largest provider of district cooling services, has taken a significant step forward by awarding a contract for the design of its second district cooling plant in Jumeirah Village. The announcement is accompanied by the revelation that the construction of this state-of-the-art facility is slated to begin in the first quarter of 2025.
The Jumeirah Village project stands as one of Empower’s most ambitious undertakings. The project is set to include six next-generation cooling plants, which together will deliver a substantial cooling capacity of 256,000 tons, catering to the rapidly growing community. The project spans two key areas: Jumeirah Village Circle (JVC), covering an area of 560 hectares, and Jumeirah Village Triangle (JVT), extending over 242 hectares. The new plant will complement the existing unmanned district cooling plant, the first of its kind in the world, which currently provides cooling to approximately 114 buildings with a capacity of 49,000 refrigeration tons (RT).

The upcoming plant will integrate advanced cooling technologies aimed at enhancing energy efficiency and reducing water consumption. With a planned production capacity of around 37,000 RT, it will serve a wide range of properties within the Jumeirah Village development, including residential complexes, commercial centers, hotels, and other key facilities.
Jumeirah Village, strategically located in New Dubai, has quickly become a favored destination for a diverse demographic. Its appeal lies in its proximity to lush green spaces and a variety of amenities, such as schools, shopping centers, entertainment venues, and fitness facilities, making it an ideal locale for families and individuals alike.
His Excellency Ahmad Bin Shafar, CEO of Empower, commented on the project’s significance, noting the increasing interest from investors in developing multi-use properties in Jumeirah Village. He emphasized that the awarding of this new contract aligns perfectly with Empower's strategic vision to meet the rising demand for sustainable district cooling solutions. Empower is well-prepared to fulfill the future needs of the Jumeirah Village community, he affirmed.
Bin Shafar further highlighted that the new plant’s design will be carefully aligned with Empower’s existing infrastructure, adhering to the highest global standards and green building protocols. The facility is intended to seamlessly integrate with Dubai’s modern urban landscape and architectural identity. The company’s commitment to enhancing resource efficiency and minimizing environmental impact reflects its dedication to the UAE’s broader goals of transitioning towards a sustainable green economy and supporting the nation’s climate change commitments. This also aligns with Dubai’s 'Smart Dubai' initiative, which aspires to make the city the smartest and happiest in the world.
He concluded by reaffirming Empower’s ongoing efforts to expand its footprint across various major multi-use projects throughout Dubai. This expansion is part of the company’s strategy to maintain its leadership position in the district cooling industry while consistently delivering high-quality, eco-friendly services to its clients.
