His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Ruler of Dubai and the Vice President and Prime Minister of the UAE, has passed a new law – Law No. (6) of 2025. This law talks about how government land in Dubai should be given to public departments to help them do their jobs better. It also makes sure that land is used properly and supports the big plans for Dubai’s future, called the “Dubai 2040 Urban Master Plan.”
What is this law about?
This new law explains how public departments – from both the UAE federal government and Dubai’s local government – can get land from the government. These departments need land to build offices, centers, and other important places that help them serve the public. But before they get the land, they must prove they really need it to do their official work.

Who is in charge of this?
Dubai Municipality is the main department in charge of giving out government land. According to another law passed earlier – Law No. (16) of 2023 – the Municipality must follow certain steps when handling land requests. They will also work closely with other local government offices to do this.
Here’s what Dubai Municipality will do:
Get requests from public departments who want land.
Check if they truly need the land and how much land they need.
Decide where the land will be located and how big the plot should be.
Make official maps showing the size and location of the land.
Keep a record of all land details.
Work with the Land Department to make sure their records match.
Can land be taken back?
Yes. Dubai Municipality has the right to take back land that was given earlier if it is not being used properly or if the public department breaks any rules. They can even move the land to a different place or ask for any buildings on it to be removed. But this will only happen in special cases that are clearly mentioned in the law.
What are the rules for giving land?
Government land will be given only if there is a real and urgent need for it. The law says this need can be based on things like:
The economy
Public safety
Social reasons
Services needed for the community
The law also considers if the land is available and whether its planned use is important for the public.
What happens next?
The Chairman of Dubai’s Executive Council will make the final decisions and steps needed to put this law into action. Also, any old laws that go against this new one will be cancelled. The new law will start 30 days after it is printed in the Official Gazette.
This law is a big step to make sure that Dubai’s land is used smartly and helps improve services for people in the city.
