Dubai Chambers, in partnership with the International Chamber of Commerce (ICC) and the World Chambers Federation (WCF), has launched an innovative Chamber Benchmarking Tool. This new digital platform allows chambers of commerce across the world to compare their performance, adopt best practices, and improve services in line with regional and global standards. The tool is designed to strengthen operational efficiency and enhance the value chambers provide to businesses and communities globally.
The Chamber Benchmarking Tool was officially unveiled during Dubai Chambers’ participation in the 14th World Chambers Congress (WCC). The event, organized by the World Chambers Federation, was held from 2nd to 4th September in Melbourne, Australia. Over 1,200 chamber leaders and officials from more than 100 countries attended the congress. The WCC is considered the most important global gathering for chamber representatives, providing a platform to exchange ideas, share experiences, and build international networks.

Purpose of the Tool
The main goal of the Chamber Benchmarking Tool is to transform the global chamber ecosystem by helping chambers deliver better services, improve their internal processes, and achieve operational excellence. By providing a clear understanding of performance gaps and opportunities for improvement, the tool empowers chambers to implement changes that directly benefit business communities.
H.E. Mohammad Ali Rashed Lootah, President and CEO of Dubai Chambers, stated, “This initiative reflects Dubai’s position as a global hub for excellence and institutional innovation. It aligns with the emirate’s commitment to shaping a more resilient and sustainable future for business communities worldwide.” He emphasized that the tool would support cross-border collaboration, knowledge sharing, and innovative solutions to address the challenges of a constantly evolving economy.
Key Roles and Responsibilities Evaluated
The tool assesses seven core roles and responsibilities that are essential for chambers of commerce globally:
Economic Research & Business Intelligence:
Chambers collect and analyze economic data to guide decision-making, shape policies, and improve business competitiveness. This includes research, benchmarking, and use of digital platforms.
Advocacy & Policy Representation:
Chambers represent business interests through research-based advocacy, stakeholder engagement, and participation in trade and regulatory discussions.
International Trade & Investment Attraction:
This role helps businesses expand internationally, promotes investment opportunities, and supports trade policy initiatives.
Training, Skills Development & Workforce Support:
Chambers provide training programs and workforce initiatives to improve employability, encourage innovation, and support business resilience.
Networking & Business Collaboration:
Chambers connect businesses through events, platforms, and partnership programs that encourage collaboration across sectors.
Advisory & Support Services:
Chambers offer tailored support to help businesses grow, comply with regulations, and implement digital transformation, sustainability, and SME development initiatives.
Legal & Dispute Resolution:
Chambers assist businesses in resolving legal disputes through arbitration, mediation, and advisory services, ensuring fair and efficient outcomes.
John W.H. Denton AO, Secretary General of the ICC, commented, “The launch of the Chamber Benchmarking Tool marks a milestone in empowering chambers worldwide. Dubai Chambers’ leadership and expertise have been key to realizing this vision.”
Operational Excellence and Internal Performance
In addition to evaluating core responsibilities, the tool measures internal operational excellence. The dimensions of operational excellence assessed by the tool include:
Strategic Alignment & Execution: Ensuring plans and strategies are implemented effectively.
Process Excellence & Resource Efficiency: Streamlining operations to maximize efficiency and reduce waste.
Partnerships and Member Engagement: Building strong collaborations and maintaining high satisfaction among chamber members.
People & Culture: Focusing on employee engagement, leadership, and promoting a positive work environment.
Innovation & Adaptability: Encouraging creativity and the ability to respond to changing circumstances.
Governance: Maintaining strong and transparent organizational practices.
Financial & Commercial Impact: Evaluating the economic value generated by chamber activities.
By assessing these dimensions, the tool gives chambers a complete picture of their strengths and areas where improvements are needed.
How the Tool Works
The Chamber Benchmarking Tool is a data-driven digital platform. It allows chambers to benchmark their performance against global standards and identify performance gaps. The tool provides tailored recommendations for each chamber, helping them adopt best practices that are most suitable for their context.
Additionally, the tool offers access to a centralized library of global case studies, continuously updated to provide insights into successful initiatives from chambers around the world. This library helps chambers plan strategically, innovate, and collaborate more effectively with other chambers.
The platform enables self-assessment and comparative analysis, making it easier for chambers to spot opportunities for improvement and track progress over time. By using data and global knowledge, chambers can make informed decisions, improve operational efficiency, and become more agile and future-ready.
Development and Research
The tool was developed by Dubai Chambers under the guidance of a steering committee consisting of local and international experts. The development process involved analyzing 19 diverse chambers from around the world. This included studying their roles, services, initiatives, and business trends to identify core functions and responsibilities.
This research formed the basis of the benchmarking pillars for the tool. The team also integrated global business trends to create a robust evaluation framework. The final product is a comprehensive tool that allows chambers to measure performance, identify areas for improvement, and adopt international best practices.
Impact on the Global Chamber Community
The launch of this tool is expected to have a significant impact on chambers worldwide. It provides a structured framework for chambers to:
Improve their operations and service quality.
Enhance collaboration with other chambers.
Adopt global best practices to support businesses more effectively.
Track and measure their performance over time.
H.E. Lootah emphasized that the tool empowers chambers to better support the private sector and boost competitiveness by embracing global standards of excellence. It also reinforces Dubai’s role as a hub for innovation, business growth, and international cooperation.
The Chamber Benchmarking Tool represents a major step forward for chambers of commerce worldwide. By providing data-driven insights, international benchmarks, and tailored recommendations, it enables chambers to enhance their operations, serve businesses more effectively, and contribute to economic growth.
This initiative highlights Dubai’s commitment to promoting institutional excellence and creating a more resilient and sustainable global business ecosystem. It equips chambers with the knowledge and tools they need to succeed in a rapidly changing economic landscape, ensuring that business communities worldwide can thrive with the support of efficient, innovative, and forward-looking chambers.
