Authorities in Dubai are gearing up to present a total of ten witnesses in a criminal case regarding a Hong Kong-registered cargo ship's captain, who is facing allegations of damaging vital undersea cables in the Baltic Sea. The vessel, identified as NewNew Polar Bear, allegedly caused harm to a natural gas pipeline as well as submarine telecommunications connections between Finland and Estonia on October 8, 2023.

The captain, Wan Wenguo, has been charged with “criminal damage,” according to court documents. His legal counsel has confirmed that these witnesses will testify in Dubai as part of a critical phase of this investigation. A recent court hearing took place, marking a significant stride in collecting evidence and unraveling the circumstances of the incident.
