The second edition of the Cities in Action Forum at Expo City Dubai has successfully concluded, bringing together experts and decision-makers to discuss the future of urban development. The event led to the launch of new partnerships and programs aimed at shaping sustainable cities ahead of the Asia Pacific Cities Summit & Mayors’ Forum, which will take place from October 27 to 29, 2025.

A Gathering of Experts and Leaders
The forum hosted more than 500 thought leaders, investors, innovators, and policymakers from both the public and private sectors. A Vision for the Future
Her Excellency Reem Al Hashimy, UAE Minister of International Cooperation and CEO of Expo City Dubai Authority, highlighted the city’s role in fostering collaboration and economic growth. She emphasized that Expo City Dubai has been a platform for global action, from hosting Expo 2020 Dubai to COP28. According to her, the city continues to lead in developing regenerative urban spaces while integrating creativity, play, and well-being into daily life.

She also expressed excitement about the upcoming Asia Pacific Cities Summit & Mayors’ Forum in October, stating that Dubai will share its experiences and insights to drive real progress towards worldwide goals. She affirmed that Expo City Dubai will not only contribute to global discussions but also set the agenda for the future of cities.

New Urban Development Framework Launched
One of the key highlights of the forum was the introduction of the Expo City Dubai Urban Framework. This platform helps cities evaluate themselves against more than 30 international standards, along with Expo City’s own measures of social value creation, SME integration, innovation, and international cooperation.

By using Expo City’s knowledge and experience in sustainable urban planning, the framework provides cities with a ‘health check.’ This assessment helps leaders make informed decisions to improve their cities and guide investments in urban development.

A Significant Milestone for Cities
The forum also marked the official opening of registrations for the 2025 Asia Pacific Cities Summit (2025APCS) & Mayors’ Forum. Organized by Brisbane City Council, this event will be held in the Middle East for the first time in its 30-year history. It is expected to attract hundreds of mayors, city leaders, executives, entrepreneurs, industry experts, and young professionals.

Designed and hosted by Expo City Dubai, the summit is another important step in the city’s journey toward shaping urban development. Alongside the 2025APCS, Expo City will also host the Sustainable Destinations Summit 2025, organized by Green Destinations, to promote sustainable tourism and encourage collaboration between city and regional leaders.

Forging Strong Partnerships
Several important partnerships were announced during the forum. Dubai Chambers and Emicool signed agreements to support the 2025APCS, becoming Major Partner and Partner, respectively. AIM Congress, UN Habitat, the Federation of Indian Chambers of Commerce and Industry (FICCI) – Dubai Branch, and the Arab Urban Development Institute (AUDI) also signed agreements to collaborate with Expo City on trade and investment opportunities for cities and businesses.

Additionally, following Expo City’s recent pre-certification in the LEED Cities and Communities and WELL Community standards, a Memorandum of Understanding (MoU) was signed with the Emirates Green Building Council. This agreement aims to advance net-zero carbon construction in the UAE, reinforcing Dubai’s commitment to sustainability.

Expo City at the Heart of Dubai’s Growth
Expo City Dubai is strategically positioned between Al Maktoum International Airport, Jebel Ali Port, and Dubai Exhibition Centre. This prime location places it at the center of Dubai’s future growth. With an innovative free zone and a business-friendly ecosystem, Expo City Dubai supports industries that align with the Dubai Economic Agenda (D33). The city also offers residential and commercial opportunities, making it an attractive destination for investors, businesses, and future residents.

The success of the Cities in Action Forum has set the stage for even greater discussions and collaborations at the upcoming Asia Pacific Cities Summit & Mayors’ Forum, reinforcing Dubai’s role as a global leader in sustainable urban development.
