Sources familiar with the matter revealed that Carlyle is still in the early stages, exploring the potential acquisition and weighing regulatory requirements before taking any decisive steps.
The plan reportedly includes applying for a U.S. license to legally acquire Lukoil’s overseas holdings, followed by a period of detailed due diligence.
