Canada Unveils Level 1 Cyber Security Certification Program

The Canadian government has launched a new cyber security certification initiative aimed at bolstering the nation's defence supply chains and safeguarding pertinent information. The announcement was made by Joël Lightbound, Minister of Government Transformation, Public Works and Procurement, during an event in Gatineau.

The first stage of the Canadian Program for Cyber Security Certification (CPCSC), known as Level 1, will be mandated for select defence contracts beginning in the summer of 2026. This initiative marks the initial phase in a broader framework that will introduce three tiers of certification in the coming years. Its goal is to ensure that companies collaborating with the government adhere to standardized cybersecurity protocols.

Vendors will be required to confirm compliance with all Level 1 criteria, allowing them to effectively pinpoint and manage cyber risks. Initially, businesses won't need to possess certification during the bidding phase but must comply with the standards once a contract has been awarded. This gradual implementation is designed to provide businesses with sufficient time to adapt.

This initiative plays a crucial role in supporting Canada’s Defence Industrial Strategy by enhancing the cyber security readiness of suppliers. It aims to protect sensitive yet unclassified data used in defence contracts and minimize vulnerabilities throughout the supply chain. By establishing a foundational standard, the program aspires to foster trust and resilience in the defence sector.

Officials also noted that the certification conforms with international standards, including those established by key partners like the United States. This alignment will enable Canadian firms to stay competitive in the global defence arena while ensuring robust protection against escalating cyber threats.
