Biden Asylum Pause Hits Mexicans and Other Nationals Mexico Prepares to Shelter

The Biden administration's recent asylum halt, aimed at curbing illegal border crossings, has led to a significant decrease in arrests, particularly affecting nationalities most likely to face deportation. Implemented under an executive order in June, the policy suspends asylum processing when daily border arrests exceed 2,500. This measure has hit Mexicans and other groups, including Cubans, Haitians, Nicaraguans, and Venezuelans, hardest due to agreements with Mexico for swift deportations.

At the San Juan Bosco migrant shelter in Nogales, Mexico, the impact is palpable, with an influx of deportees exceeding pre-policy levels. Ana Ruiz, reflecting on the disparity in treatment, expressed frustration over Mexicans being promptly deported while others from farther-reaching nations are processed differently. The halt, initiated amidst ongoing challenges in deporting individuals to countries across Africa, Asia, Europe, and South America, highlights logistical and diplomatic hurdles in international repatriation efforts.

Homeland Security Secretary Alejandro Mayorkas acknowledged the complexities, noting varying degrees of difficulty in securing travel documents and navigating diplomatic relations with receiving countries. Despite efforts to streamline deportations to countries like Senegal and Colombia, Mexico continues to account for a significant proportion of border apprehensions, even as its share has declined from previous years.

The Tucson sector, a prominent crossing point, has seen a notable decrease in daily arrests, underscoring the halt's impact in Arizona. Border Patrol facilities, like the one near Tucson International Airport, now accommodate individuals awaiting processing under stricter asylum criteria. This includes assessments for protection under the U.N. Convention Against Torture, significantly raising the bar for asylum claims.

The procedural changes have sparked criticism and confusion among migrants. Francisco Loureiro, overseeing the San Juan Bosco shelter, noted an increase in migrants attempting to avoid capture, fearing immediate deportation if apprehended. Many, like Anahi Sandoval and Araceli Martinez, faced daunting circumstances and difficult choices upon detention, navigating new screening procedures and asylum criteria that some feel are less accommodating than previous practices.

As the Biden administration grapples with balancing border security and humanitarian concerns, the implementation of stricter asylum policies continues to shape the experiences and outcomes for those seeking refuge along the U.S.-Mexico border.
