In an unusual turn of events, Barcelona has witnessed a wave of aggressive protests targeting tourists as part of a broader backlash against 'overtourism', which has been exacerbating local grievances for years. Over the weekend, thousands of residents took to the streets with slogans like "Tourists go home", expressing frustration over the city's increasingly crowded streets and inflated cost of living attributed to the booming tourism industry.
Overtourism, as defined by the World Travel and Tourism Council (WTTC), refers to the negative impact of excessive tourist numbers on cities, landmarks, and local communities. For Barcelona, a city that pre-COVID reportedly generated €12 billion annually from tourism alone, the issue has become acute, prompting local authorities and residents to take drastic measures.
The protests in Barcelona were organized by groups like the Neighborhood Assembly for Tourism Degrowth, advocating for stricter regulations on tourist accommodations, reducing cruise ship terminals, and halting public-funded tourism advertising. Their grievances culminated in a 13-point manifesto presented to city officials, demanding immediate action to alleviate the strain caused by tourism on local infrastructure and quality of life.

In response to mounting pressure, Barcelona's Mayor Jaume Collboni announced significant measures, including dedicating 10,000 residential units intended for tourists to local residents instead. The city also raised tourist taxes and implemented tactical changes, such as removing popular tourist routes from digital maps to mitigate overcrowding in residential areas.
Barcelona's plight is not unique, with cities like Venice, Japan, and Amsterdam also grappling with similar challenges of overtourism. Venice recently introduced an entry fee to manage its influx of 20 million tourists annually, while Japan has seen spikes in visitor charges and implemented measures to control tourist access to iconic sites like Mount Fuji and the Acropolis in Greece.
Economists like Tyler Cowen suggest that raising prices could be a viable strategy to regulate tourist numbers and balance economic benefits with local concerns. However, such measures raise ethical questions about accessibility and the impact on travelers who view these destinations as cultural treasures.
As cities worldwide navigate the delicate balance between tourism revenue and sustainable urban living, Barcelona's aggressive stance against overtourism serves as a stark reminder of the complex challenges posed by the tourism industry's unchecked growth.
