The Emirates Group and Dubai Airports have unveiled an extensive economic impact study that emphasizes the crucial role aviation plays in Dubai’s economy. Conducted by global research firm Oxford Economics, the study quantifies the sector’s contributions and forecasts its promising trajectory based on financial and passenger growth projections. The report details the direct economic activity generated by the aviation sector, alongside indirect contributions from the sector’s supply chain and induced activity stemming from wage-funded consumption by the local aviation workforce. Additionally, it highlights the catalytic impact of tourism spending facilitated by the aviation sector in Dubai.

His Highness Sheikh Ahmed bin Saeed Al Maktoum, the Chairman and Chief Executive of Emirates Airline & Group and the Chairman of Dubai Airports, stated that the aviation sector is a cornerstone of Dubai’s economic growth strategy under the leadership of HH Sheikh Mohammed bin Rashid Al Maktoum. He noted that it would continue to play a key role in the D33 Economic Agenda, which seeks to bolster the emirate’s global trade, investments, and tourism presence. The King highlighted ongoing projects at Dubai World Central (DWC) and Dubai International Airport, emphasizing that these initiatives will further unlock economic opportunities by supporting increasing demand for air transport. The plans aim to generate skilled jobs and drive innovation in collaboration with leading technology partners to enhance travel experiences and operational efficiency.
In 2023, Dubai’s aviation sector, which encompasses Emirates Group, Dubai Airports, and other related entities, is estimated to have supported AED 137 billion (approximately USD 37.3 billion) in gross value added (GVA), accounting for 27% of the emirate’s GDP. This total includes AED 94 billion from direct aviation activities and AED 43 billion from tourism catalyzed by aviation. Projections suggest that by 2030, aviation activities will contribute AED 196 billion, or 32% of Dubai's GDP, in 2023 prices. The sector is also credited with supporting 631,000 jobs in Dubai, which translates to one in five jobs in the emirate. An additional 185,000 aviation-linked jobs are expected to be created by 2030, raising the total to 816,000 jobs.
Comparing this report with a previous study by Oxford Economics in 2014, which reported that aviation contributed to 27% of Dubai’s GDP and supported 417,000 jobs, the latest results indicate stability in GDP contribution while showing a real-term increase in GVA. This reflects accelerated growth in other sectors and diversification in the economy over the past decade. Dubai's commitment to future-proofing its aviation sector is evident through significant ongoing investments aimed at expanding capacity and operations. The new AED 128 billion Dubai World Central - Al Maktoum International airport will be five times the size of Dubai International Airport, with the first phase expected to be completed in ten years. Once fully operational, DWC is projected to accommodate over 400 aircraft stands and serve 260 million passengers annually.
Although the expansion of DWC is not included in the main impact results of the study, it is expected to contribute AED 6.1 billion to Dubai’s GDP in 2030 and support 132,000 jobs. Aviation serves as a vital engine for international tourism in Dubai, a top global destination. In 2023, visitors spent an average of 3.8 nights in Dubai and approximately AED 4,300 on various amenities including hotels, restaurants, and shopping. The report indicates that international visitors flying into Dubai spent an estimated AED 66 billion last year, with aviation-facilitated tourism spending contributing AED 43 billion in GVA, equivalent to 8.5% of Dubai's GDP and supporting 329,000 jobs. Notably, over half of this GVA, AED 23 billion, was generated by visitors flying with Emirates. As tourism is projected to grow significantly over the next six years, aviation-facilitated tourism spending is expected to reach AED 63 billion in GVA by 2030, which would equate to 10% of Dubai's projected GDP and support one in eight jobs in the emirate.
