Notably, the prohibition on new hotel construction does not affect projects that have already received permits prior to the announcement.
The city's efforts to control tourist numbers extend beyond halting new hotel developments. Authorities have actively discouraged activities associated with sex and drug tourism in the red-light district, which attracts millions of visitors annually.
